Анотація
The purpose of this article is to research current aspects
of international cooperation of institutions of higher
education of the system of internal affairs (the practice
of the Odesa State University of Internal Affairs) in the field
of educational activity through the prism of war, as well
as to reveal the national strategy of internationalization
of higher education in Ukraine. The article examines
the prerequisites for the involvement of foreign
scientists in teaching in Ukrainian institutions of higher
education. Methods of attracting foreign persons with
academic degrees to the educational process in Ukraine
were determined and the practice of the Odesa State
University of Internal Affairs during military operations
on the territory of Ukraine was considered. In this study,
the authors determined that the internationalization
of higher education is taking on the signs of a qualitatively
new stage – integration, which accumulates the potential
to solve a threefold task: achieving a level of higher
education that would meet the needs and demands
of modern international society; equalization of the level
of national education systems; training of qualified
personnel. It is substantiated that the most important
manifestation of the internationalization of higher
education is international cooperation between universities
in the provision of educational services. The processes
of globalization, which require a collective mind,
consolidation of knowledge and world experience, which
is considered as one of the effective ways of developing
national education systems, make it difficult to ensure
the proper level of cooperation between various
institutions and the achievement of the tasks set before
educational activities, and therefore require improvement
and new approaches to solving urgent problems. The
conclusions state that cooperation with international
and non-governmental organizations for the purpose
of studying and implementing the experience of foreign
countries in the field of training police personnel,
implementing a mutual exchange of experience on
issues of national priority interest of the state, mutual
participation in scientific and practical conferences
and seminars, implementing exchange of specialists
for lecturing, accumulation of educational, methodical
and scientific literature, as well as internships with the aim
of increasing the level of training of police personnel are
important, but not the only areas that need development
and improvement in order to establish international
cooperation in the Police Department. Метою цієї статті є дослідження актуальних
аспектів міжнародного співробітництва закладів
вищої освіти системи внутрішніх справ (практика
Одеського державного університету внутрішніх
справ) у сфері освітньої діяльності крізь призму
війни, а також розкриття національної стратегії
інтернаціоналізації вищої освіти в Україні. У статті
досліджено передумови залучення іноземних нау-
ковців до викладання в українських закладах вищої
освіти. Визначено способи залучення іноземних осіб
із вченими ступенями до освітнього процесу в Укра-
їні та розглянуто практику Одеського державного
університету внутрішніх справ під час ведення воєн-
них дій на території України. У цьому дослідженні
авторками визначено, що інтернаціоналізація вищої
освіти набуває ознак якісно нового етапу – інтегра-
ції, що акумулює потенціал для вирішення триєди-
ного завдання: досягнення такого рівня вищої освіти,
який би відповідав потребам і запитам сучасного
міжнародного суспільства; вирівнювання рівня наці-
ональних систем освіти; підготовка кваліфікованих
кадрів. Обґрунтовано, що найважливішим проявом
інтернаціоналізації вищої освіти є міжнародна співп-
раця між університетами щодо надання освітніх
послуг. Процеси глобалізації, які вимагають колек-
тивного розуму, консолідації знань і світового дос-
віду, що розглядається як один із ефективних шляхів
розвитку національних систем освіти, ускладнюють
забезпечення належного рівня співробітництва між
різними інституціями та досягнення поставлених завдань перед освітньою діяльністю, а отже, потре-
бують вдосконалення та нових підходів до вирішення
нагальних проблем. У висновках сформульовано, що
співпраця із міжнародними та неурядовими організа-
ціями з метою вивчення і впровадження досвіду зару-
біжних країн у сфері підготовки поліцейських кадрів,
реалізація взаємного обміну досвідом з питань, що
становлять загальнонаціональний пріоритетний
інтерес держави, взаємну участь у науково-практич-
них конференціях та семінарах, здійснення обміну
фахівцями для читання лекцій, накопичення навчаль-
ної, методичної і наукової літератури, а також
проходження стажування з метою підвищення рівня
підготовки поліцейських кадрів є важливими, однак
не єдиними напрямами, які потребують розвитку
та вдосконалення задля налагодження міжнародного
співробітництва в ОДУВС.
