PECULIARITIES OF APPLICATION OF COMMUNICATIVE APPROACH IN FOREIGN LANGUAGE STUDY IN HIGHER EDUCATION INSTITUTIONS WITH SPECIFIC CONDITIONS OF STUDY

Стаття присвячена застосуванню комунікативного підходу у вивченні іноземної мови у вищих навчальних закладах зі специфічними умовами навчання. Аргументується, що оволодіння іноземною мовою формує у студентів вищих навчальних закладів комунікативну компетенцію, яка використовується як інструмент у діалозі культур та цивілізацій сучасного світу в межах змісту, визначеного чинною навчальною програмою. Розроблено та рекомендовано всім вищим навчальним закладам зі специфічними умовами навчання, які готують моряків, поліцейських, дипломатів, прикордонників, юристів-міжнародників, включити до навчально-методичної документації з початкової дисципліни «Іноземна мова» блоки, зміст яких викладено у статті. Зроблено висновок, що серія занять (блоків) з дисципліни «Іноземна мова», спрямованих на практику спілкування здобувачів вищої освіти, необхідна, перш за все, для зняття страху студентів перед нею не лише вільно, а й правильно.
The article is devoted to the application of the communicative approach in the study of a foreign language in higher education institutions with specific learning conditions. It is argued that mastering a foreign language forms a communicative competence in higher education students, which is used as a tool in the dialogue of cultures and civilizations of the modern world within the content defined by the current training program. Developed and recommended to all higher education institutions with specific training conditions that train sailors, police, diplomats, border guards, international lawyers to include in the educational and methodological documentation for the initial discipline "Foreign Language" units, the content of which is set out in the article. It is concluded that a series of classes (units) in the discipline "Foreign Language", which are aimed at the practice of communication of higher education seekers are needed, above all, to remove the fear of students speaking a foreign language not only fluently but also correctly.
THE STATE OF STUDYING AND USING THE ENGLISH LANGUAGE IN INSTITUTIONS OF HIGHER EDUCATION IN UKRAINE

Навчання у вищих навчальних закладах забезпечує повноцінне формування у студентів потреби у вивченні англійської мови з опануванням нею як засобу комунікації, пізнання, самореалізації та соціальної адаптації в мультикультурному світі на основі усвідомлення важливості вивчення іноземних мов, насамперед англійської, як засобу комунікації та пізнання в сучасному світі. Викладання професійної англійської мови є важливим фактором підвищення конкурентоспроможності фахівців на ринку праці. Для досягнення ефективних результатів необхідно використовувати інноваційні методи та підходи до організації освітнього процесу.
Studying in institutions of higher education ensures the complete formation of students' need to learn English with mastering it as a means of communication, cognition, self-realization and social adaptation in a multicultural world based on the awareness of the importance of learning foreign languages, primarily English, as a means of communication and cognition in the modern world. Teaching professional English is an important factor in increasing the competitiveness of specialists in the labour market. To achieve effective results, it is necessary to use innovative methods and approaches to the organization of the educational process. The article considers recommendations to structural divisions of higher education institutions.
Особливості викладання англійської мови у закладах вищої освіти в системі МВС України

The article examines the peculiarities of teaching English in higher education institutions of the Ministry of Internal Affairs of Ukraine in the conditions of modern educational and professional requirements. The specifics of the formation of foreign language communicative competence of students of higher education, focused on professional activity in the law enforcement field, are highlighted.
THE EVOLUTION OF THE ENGLISH FROM OLD ENGLISH TO MODERN ENGLISH

У статті розглядаються ключові етапи розвитку англійської мови, а також історичні фактори, які сприяли змінам у фонетиці, лексиці, граматиці та зробили англійську мову такою, якою ми її знаємо сьогодні. Автори аналізують чотири етапи розвитку англійської мови: давньоанглійська, середньоанглійська, ранньосучасна англійська та сучасна англійська. Еволюція англійської мови відбувалася під впливом історичних, соціальних та культурних змін, починаючи з давніх часів і до наших днів. Сьогодні англійська мова є глобальним засобом комунікації, який продовжує адаптуватися до нових реалій. Таким чином, ця мова залишається живою мовою, яка постійно розвивається, відображаючи потреби та цінності сучасного суспільства.
The article considers the key stages of the development of the English language, as well as the historical factors that contributed to the changes in phonetics, vocabulary, grammar, and made the English language as we know it today. The authors analyzes four stages of the development of the English language: old English, middle English, early modern English and modern English. The evolution of the English language took place under the influence of historical, social and cultural changes, starting from ancient times and up to the present day. Today, the English language is a global means of communication that continues to adapt to new realities. Thus, this language remains a living language that is constantly evolving, reflecting the needs and values of modern society.
Правове регулювання використання автономних систем озброєнь у правоохоронній діяльності: виклики та перспективи

У статті зазначено, що розвиток технологій автономних систем озброєнь ставить перед правовою системою нові виклики, особливо в контексті їх використання у правоохоронній діяльності. У статті проаналізовано основні аспекти правового регулювання застосування автономних систем озброєнь у правоохоронних органах з урахуванням міжнародних стандартів, національних правових норм, а також етичних і моральних аспектів такого використання. Окрему увагу приділено можливим ризикам і перевагам, а також пропозиціям щодо вдосконалення нормативно-правової бази для ефективного та безпечного використання автономних технологій у сфері безпеки.
The article examines the pressing issue of legal regulation regarding the use of autonomous weapon systems in law enforcement. The rapid development of artificial intelligence technologies and automated systems presents new challenges for national and international legal frameworks, as these technologies can significantly alter law enforcement methods,
affecting security levels, human rights protection, and decision-making accountability. The integration of autonomous systems into law enforcement requires a thorough analysis of their impact on citizens’ rights and their alignment with existing international and national legal standards. The article analyzes key aspects of the deployment of autonomous weapons in law enforcement agencies, including international legal norms, national legislation, and the ethical and moral dilemmas arising from the use of such systems. Particular emphasis is placed on potential risks, such as the threat to fundamental human rights and freedoms, accountability issues regarding autonomous system actions, and the risk of uncontrolled use of force. At the same time, the article considers the potential benefits of these technologies, including enhanced efficiency of law enforcement agencies, reduction of human errors, and the possibility of using non-lethal measures. The study explores international approaches to regulating autonomous weapon systems, particularly within the frame-work of international humanitarian law, human rights standards, and ethical principles for technology application in law enforcement. A comparative analysis of different countries’ legal frameworks for integrating autonomous technologies into police and other security forces is conducted, allowing for the identification of best practices and potential pathways for their adaptation in national legislation. The article proposes possible directions for improving the legal framework governing the use of autonomous systems in the security sector. These recommendations aim to enhance transparency, accountability, and efficiency in their application. Special attention is given to the need for new standards and control mechanisms to ensure compliance with human rights, as well as the development of international agreements regulating the use of autonomous weapons in law enforcement. The findings of this research may be valuable for scholars, legal experts, law enforcement officials, and technology developers seeking to create innovative solutions that align with modern legal and ethical standards.
