На думку авторів, застосування положень міжнародно-правових актів та відповідне прийняття управлінських рішень на глобальному, регіональному та локальному рівнях базується на організаційно-правовому механізмі. Своєю чергою, це базується на злагодженій дії міжнародних інституцій щодо вжиття заходів в той час, коли вбачається загроза життю та здоров’ю людей. According to the authors, the application of the provisions of international legal acts and the corresponding management decisions at the global, regional and local levels are based on the organizational and legal mechanism. In turn, this is based on the coordinated action of international institutions to take measures at a time when a threat to people's life and health is perceived.
