Анотація
У статті наголошено на тому, що загальносоціальний рівень запобігання умисним вбивствам із корисливих мотивів, є цілеспрямованою діяльністю державних і недержавних структур суспільства з виявлення, вивчення та усунення причин таких діянь, умов, що сприяють їх вчиненню. Виокремлені основні напрями розвитку молодіжної політики держави, спрямованої на подолання економічних, соціальних, психологічних проблем у молодіжному середовищі, що зумовлюють підвищення рівня соціальної напруги й насильства. Запропоновано різні варіанти підвищення занятості молоді, особливо у депресивних населених пунктах. Наголошено на адресному наданні соціальної допомоги особам, які перебувають у конфлікті із законом, або опинилися у складних життєвих обставинах, чи відбули покарання у виді позбавлення волі. Комплекс загальносоціальних заходів з властивими йому
масштабністю, різносторонністю та всеохоплюючим характером становить базу, фундамент для здійснення спеціально-кримінологічного запобігання умисним вбивствам із корисливих мотивів і повинен містити визначені у цій статі завдання. The article emphasizes that the general social
level of prevention of deliberate killings for
selfish reasons is the purposeful activity of state
and non-state structures of society to identify,
study and eliminate the causes of such acts,
conditions that facilitate their commission. The
basic directions of development of the youth
policy of the state, aimed at overcoming the
economic, social and psychological problems in
the youth environment, which cause increase
of the level of social tension and violence, are
highlighted. Various options for increasing
youth employment have been proposed, especially
in depressed settlements. Emphasis is
placed on targeted social assistance to persons
in conflict with the law, or found themselves in difficult life circumstances, or sentenced to imprisonment.
Complex of general social measures with its
scale, versatility and inclusiveness, which is inherent
in it, forms the basis, foundation for the
implementation of special criminological prevention
of intentional homicidal motives and must
contain the definition of individual risk factors
and behavioral measures; influencing interpersonal
relationships and creating a healthy family
environment (team); appealing to cultural (spiritual)
values and introducing them into the mass
consciousness and mass culture; the formation of
moral standards of behavior, the promotion of a
healthy lifestyle, the development of a system of
values aimed at neutralizing various deviant behaviors,
the inadmissibility of their attractiveness,
novelty, especially for young people (this is at this
level should address the impact of the media on
the promotion of violence, violence, abnormal
forms of sexual behavior); active social control
over negative phenomena of social life, such as
drug addiction and prostitution.
The following directions of implementation
of social measures for prevention of intentional
homicides for selfish motives are defined: increase
of employment of youth, especially in
depressed settlements; limiting the impact of
criminogenic phenomena and processes closely
related to criminal violence in various forms;
providing social assistance to persons who are
in conflict with the law or who have found
themselves in difficult circumstances or have
been imprisoned; protection of the public consciousness
from information violence; promotion
of moral and legal values in the youth environment,
reducing the level of victimization of
socially vulnerable categories of the population.
