Анотація
Стаття присвячена дослідженню принципів лідерства в місцевому самоврядуванні. Встановлено, що принципи лідерства – це пере-
конання, норми та правила, якими керується лідер при здійсненні управлінської діяльності. Система принципів, на яких базується лідер-
ство, визначає зміст і спрямованість діяльності лідера.
Встановлено, що зміст принципу народовладдя полягає у тому, що лідер у місцевому самоврядуванні усіма своїми діями має сприяти
участі народу (в межах територіальної громади будемо вести мову не про увесь Український народ загалом, а про його частину – жите-
лів конкретно визначеної територіальної громади) у здійсненні влади. зазначено, що принцип законності вимагає від лідера місцевого
самоврядування у своїй діяльності керуватись діючим законодавством із метою задоволення прав, свобод та законних інтересів членів
громади (як індивідуальних, так і колективних), запобігати порушенню таких прав.
Акцентовано увагу на тому, що для лідера місцевого самоврядування важливо при здійсненні своєї діяльності знаходити можливість
поєднувати державні та місцеві інтереси, налагоджувати шляхи ефективної співпраці із державою. Визначено, що принцип підзвітності
та відповідальності перед територіальними громадами їх органів та посадових осіб полягає у тому, що суб’єкти місцевого самовряду-
вання, в тому числі і лідер, є представниками територіальної громади і провадять свою діяльність від імені територіальної громади,
а тому мають звітувати перед жителями за свою діяльність.
Зроблено висновок про те, що реалізація лідером окреслених принципів сприятиме постійному підвищенню якості роботи суб’єктів
місцевого самоврядування, реалізації завдань територіальної громади, залученню жителів громади до формування та реалізації полі-
тики на місцевому рівні. Окрім того, принципи належного врядування за своєю суттю покликані сприяти встановленню партнерських
відносин між лідером місцевого самоврядування, інших суб’єктів місцевого самоврядування та жителів територіальної громади із метою
реалізації потреб територіальної громади та задоволення потреб жителів громади. The article is devoted to the study of the principles of leadership in local self-government. It has been established that the principles
of leadership are beliefs, norms and rules that are guided by the leader when performing management activities. The system of principles on
which leadership is based determines the content and direction of the leader’s activities.
It has been established that the content of the principle of people’s rule is that the leader in local self-government by all his actions should
promote the participation of the people (within the boundaries of the territorial community we will speak not about the entire Ukrainian people
in general, but about a part of it – residents of a specifically defined territorial community) in the implementation authorities it is stated that
the principle of legality requires the leader of local self-government in his activities to be guided by the current legislation in order to satisfy
the rights, freedoms and legitimate interests of community members (both individual and collective), to prevent the violation of such rights.
Attention is focused on the fact that it is important for the leader of local self-government to find an opportunity to combine state
and local interests, to establish ways of effective cooperation with the state when carrying out his activities. It was determined that the principle
of accountability and responsibility to territorial communities of their bodies and officials is that the subjects of local self-government, including
the leader, are representatives of the territorial community and conduct their activities on behalf of the territorial community, and therefore must
report to residents for their activities.
It was concluded that the implementation of the outlined principles by the leader will contribute to the constant improvement of the work
quality of local self-government entities, the implementation of the tasks of the territorial community, and the involvement of community residents
in the formation and implementation of policy at the local level. In addition, the principles of good governance are inherently designed to facilitate
the establishment of partnership relations between the leader of local self-government, other subjects of local self-government and residents
of the territorial community in order to realize the needs of the territorial community and satisfy the needs of the residents of the community.
