Анотація
У статті розглянуто способи вирішення актуальної для закладів вищої освіти (далі −
ЗВО) МВС України проблеми забезпечення дистанційного навчання (далі − ДН) кур-
сантів, студентів і слухачів в ускладнених умовах на прикладі організації освітнього
процесу при запровадженні правового режиму надзвичайної ситуації в боротьбі
з Covid-19 у 2020 році.
Уточнено визначення педагогічної категорії «дистанційне навчання», розглянуто
такі його види як традиційне (заочне) та електронне (далі − е-ДН); конкретизовано
специфічні якісні властивості е-ДН − гнучкість і адаптивність освітнього процесу
до потреб і можливостей здобувачів вищої освіти; модульність побудови навчальної
програми; нова роль викладача; спеціалізовані форми контролю якості навчальних
досягнень; використання базової і спеціалізованих комунікативних технологій під-
тримки взаємодії суб’єктів процесу е-ДН; використання спеціалізованих засобів нав-
чання, програмних засобів щодо організаційної підтримки е-ДН, форм організації
освітньої діяльності та інформаційно-комунікаційних технологій (далі − ІКТ), а також
стандартизованих процедур і протоколів взаємодії в мережевих системах е-ДН; ство-
рення єдиного інформаційно-освітнього середовища підтримки функціонування
і розвитку систем мережевого е-ДН; економічна ефективність.
На основі набутого досвіду охарактеризовано деякі інформаційно-комунікативні
засоби, які були використані для проведення занять з курсантами та студентами
Херсонського факультету (далі − ХФ) Одеського державного університету внутріш-
ніх справ (далі − ОДУВС) у формі ДН − автоматична система управління освітнім
процесом (далі − АСУ ОДУВС), відеоінструменти Zoom і Skype, месенджери Viber,
WatsApp, Telegram, Facebook, електронна пошта; спеціальні освітні платформи ДН
Moodlе та Naurok; чати соціальних мереж (закриті групи) Facebook, Viber та інші.
Визначено їх позитивні сторони та вказано на окремі недоліки з точки зору ефектив-
ності засобів навчання. Визначено найважливіші поточні орієнтири щодо подальшого впровадження
оптимальних сценаріїв розгортання ДН у ЗВО МВС України: 1) розробка адапто-
ваного до потреб Національної поліції України (далі − НПУ) нормативно-право-
вого забезпечення ДН, обґрунтоване проектування цієї форми освітньої діяльності
у практичній роботі відомчих вишів; 2) створення якісних курсів ДН і сучасних
електронних середовищ; 3) створення умов для відкритого доступу до інформа-
ційних ресурсів навчального призначення всіх категорій учасників освітнього про-
цесу; 4) вирішення питань оптимізації взаємодії суб’єктів освітнього процесу про-
тягом всього навчального періоду; 5) створення на основі використання сучасних
освітніх платформ передумов для розбудови системи безперервної освіти працівни-
ків поліції органів та підрозділів НПУ; 6) вирішення комп’ютерно-технологічного,
організаційно-управлінського, психолого-педагогічного, фінансово-економічного
і нормативно-правового аспектів проблеми запровадження систем електронного
ДН; 7) врахування найбільш суттєвих переваг ДН при обранні його як форми
фахової підготовки: 1) екстериторіальність; 2) можливість поєднання синхронного
і асинхронного режимів взаємодії учасників освітнього процесу; 3) залучення кра-
щих (кваліфікованих) викладачів з досвідом дистанційної роботи; 4) одночасне
з вивченням навчальних дисциплін практичне засвоєння інструментів ІКТ; 5) ство-
рення інших (додаткових) умов для сприяння впровадження ІКТ в освітні системи
закладу освіти тощо. The article deals with the ways of solving actual for higher educational institutions
(hereinafter − HEI) of the Minister of internal affairs (hereinafter − MIA) of Ukraine
the problem of providing distance learning (hereinafter − DL) of cadets, students and hearers
in complicated conditions (on an example of the organization of the educational process in
the implementation of extraordinary situation in fight with the Covid-19 in 2020).
The definition of the pedagogical category “distance learning” has been clarified, such its
types as traditional (correspondence) and electronic are considered; the specific qualitative
properties of e-DL are specified − flexibility and adaptability of the educational process
to the needs and opportunities of higher education applicants; modularity of curriculum
construction; a new role for the teacher; specialized forms of quality control of educational
achievements; use of basic and specialized communication technologies of supporting
the interaction of the subjects of the e-DL process; the use of specialized training tools, software for organizational support for e-DL, forms of organizing of educational activities
and information and communication technologies (hereinafter − ICT), as well as standardized
procedures and protocols for interaction in network systems of e-DL; creation of a unified
information and educational environment for supporting the functioning and development
of network of e-DL systems; economic efficiency.
Based on the experience gained, some information and communication tools which
were used for conducting classes with cadets and students of the Kherson Faculty (KhF)
of the Odessa state university of internal affairs (hereinafter − ОSUIA) in the form of a DL
− automatic control system of educational process (ACS ОSUIA), Zoom and Skype video
tools, Viber, WatsApp, Telegram, Facebook messengers, email; Moodle and Naurok
DL platforms; social networking chats (closed groups) Facebook, Viber and others are
characterized. Their positive sides are identified and to some shortcomings are pointed in
terms of the effectiveness of the learning tools.
The most important current guidelines for the further implementation of optimal scenarios
for the deployment of DL in the HEI of the MIA of Ukraine are identified: 1) development
of adapted to the needs of the National Police of Ukraine (hereinafter − NPU) the normative
legal support of the DL, substantiated design of this form of educational activity in
the practical work of departmental higher educational institutions; 2) creation of qualitative
courses of DL and modern electronic environments; 3) creation of conditions for open
access to educational resources for educational purposes for all categories of participants in
the educational process; 4) addressing issues of optimization of interaction of the subjects
of the educational process throughout the academic period; 5) creation on the basis of use
of modern educational platforms prerequisites for the development of a system of continuous
education of police officers and bodies of NPU; 6) solution of computer-technological,
organizational-managerial, psychological-pedagogical, financial-economic and regulatorylegal
aspects of the problem of introduction of electronic DL systems; 7) taking into account
the most significant advantages of DL in choosing it as a form of professional training:
1) extraterritoriality; 2) the possibility of combining synchronous and asynchronous
modes of interaction between participants in the educational process; 3) attracting the best
(qualified) teachers with remote working experience; 4) simultaneous learning of educational
subjects and practical ICT tools; 5) creation of other (additional) conditions to facilitate
the implementation of ICT in the educational systems of the educational establishment, etc.
