Напрями роботи служби освітньої безпеки Національної поліції України у сфері захисту прав дітей

Abstract

У статті розглянуто напрями діяльності Служби освітньої безпеки Національної поліції України у закладах загальної середньої освіти. Виокремлено такі напрями роботи поліцейських Служби освітньої безпеки: профілактична діяльність; забезпечення охорони освітнього середовища; реагування на надзвичайні ситуації; реагування на випадки правопорушень та надання консультативно-методичної підтримки, що спрямовані на забезпечення безпечного освітнього середовища, запобігання правопорушенням, протидію булінгу, реагування на надзвичайні події та формування правової культури учасників освітнього процесу. Акцентовано, що їх реалізація ґрунтується на положеннях чинних нормативно-правових актів та інтегрується в загальнодержавну систему захисту прав дитини.

The article analyzes the main directions of activity of the Educational Safety Service of the National Police of Ukraine in general secondary education institutions. The right of the child to education, enshrined in international and national legal acts, requires the creation of a safe learning environment as an essential condition for its realization. In the context of war, internal displacement and rising risks of violence, the establishment of the Educational Safety Service has become a new stage in state policy on child rights protection. The article identifies four core directions of this activity. The preventive direction includes measures to counter bullying, substance abuse, risky behavior and cyber threats, as well as participation in awareness-raising and legal education. The security direction covers access control in schools, use of technical equipment, and inspections of premises to detect unauthorized persons or dangerous objects. The emergency response direction ensures prompt actions during criminal attacks, bomb threats, fires or wartime incidents, including evacuation and cooperation with emergency services. The response to offenses direction relates to suppression of administrative and criminal violations, protection of children from abuse, and interaction with juvenile prevention units. Finally, the consultative and methodological direction provides assistance to school administrations in drafting safety passports, improving security plans and training staff, students and parents. It is emphasized that the implementation of these directions is based on current legislation and the Instruction on the organization of police work in schools. At the same time, the Educational Safety Service is still at the stage of institutional development, which requires further legal and organizational improvement. A promising step could be the introduction of an analytical-strategic direction, aimed at systematic data collection, risk assessment and proactive planning of school safety measures.
