Роль Державного бюро розслідувань у забезпеченні прав дітей в умовах воєнного стану

Abstract

У науковому дослідженні здійснено комплексний, системний та міждисциплінарний аналіз ролі Державного бюро розслідувань у забезпеченні, охороні та відновленні прав дітей в умовах воєнного стану, що є одним із найгостріших викликів сучасної системи публічного управління, кримінальної юстиції та правового захисту в Україні. В центрі дослідження перебуває трансформація механізмів захисту прав дитини під впливом збройної агресії РФ та посилення ролі правоохоронних інституцій у реагуванні на складні, системні та міжнародного характеру порушення прав неповнолітніх через розкриття еволюції нормативно-правових засад захисту дитинства у 2014–2025 роках, включаючи створення спеціальних інститутів, правових режимів та адміністративних процедур, які забезпечують можливість оперативного реагування на загрози життю, здоров’ю й розвитку дітей.

The scientific study carried out a comprehensive, systematic and interdisciplinary analysis of the role of the State Bureau of Investigation in ensuring, protecting and restoring the rights of children under martial law, which is one of the most acute challenges of the modern system of public administration, criminal justice and legal protection in Ukraine. The focus of the study is the transformation of the mechanisms for the protection of children's rights under the influence of the armed aggression of the Russian Federation and the strengthening of the role of law enforcement institutions in responding to complex, systemic and international violations of the rights of minors through the disclosure of the evolution of the normative and legal framework for the protection of childhood in 2014-2025, including the creation of special institutions, legal regimes and administrative procedures that ensure the possibility of prompt response to threats to life, health and development children.
