Анотація
Проблеми реформування органів Національної поліції тісно пов’язані з розвит-
ком демократичного суспільства. Проблеми реформування також впливають на
здійснення прав людини та громадянина, а дільничні офіцери поліції та поліцейські
громади здійснюють захист прав людини безпосередньо на місцях. Проєкт «Поліцей-
ський офіцер громади» – це черговий прогресивний крок у реформі Національної
поліції, спрямований на безпеку та захист населення. Мета проєкту полягає в тому,
щоб офіцер поліції постійно знаходився поряд із мешканцями своєї територіальної
громади, плідно співпрацював із жителями й орієнтувався на їхні потреби. Поліцей-
ський офіцер громади – це офіцер Національної поліції України, який живе та пра-
цює в певній об’єднаній. Його головні завдання – забезпечувати порядок і запобігати
правопорушенням і злочинам у межах своєї територіальної громади. Проєкт є части-
ною ширшої міжнародної практики під назвою community policing. Тісна співпраця
поліцейських з громадянами активно практикується в США, Великій Британії, Фран-
ції та інших країнах. Основна мета проєкту «Поліцейський офіцер громади» – забез-
печити кожну об’єднану територіальну громаду України фаховим офіцером, який
стане невіддільною її частиною. Основними завданнями поліцейського громади
будуть такі: братиме активну участь у житті своєї громади; особисто налагодить контакт із кожним її мешканцем; проводитиме профілактичну роботу серед місце-
вого населення (тематичні зустрічі, виступи в школах, спільні ініціативи тощо); тісно
співпрацюватиме із жителями; допомагатиме вирішувати конфліктні ситуації; кон-
тролюватиме дотримання фізичними та юридичними особами правил і порядку збе-
рігання й використання зброї; боротиметься з рейдерством і бракон’єрством; забезпе-
чуватиме порядок і безпеку на території своєї громади. The problems of reforming the National Police are closely linked to the development
of a democratic society. Reform issues also affect the enjoyment of human and civil
rights, and district police officers and police communities protect these rights directly
on the ground. A community police officer is an officer of the National Police of Ukraine
who lives and works in a certain united territorial community. Its main tasks are to ensure
order and prevent offenses and crimes within its territorial community. The project is part
of a wider international practice called community policing. Close cooperation of police
with citizens is actively practiced in the United States, Great Britain, France and other
countries. The main goal of the Community Police Officer project is to provide each united
territorial community of Ukraine with a professional officer who will become an integral
part of it. The main tasks of the community police will be: to take an active part in the life
of their community; will personally establish contact with each of its residents, will carry
out preventive work among the local population (thematic meetings, speeches in schools,
joint initiatives, etc.); will work closely with residents; will help to resolve conflict situations;
control the observance by individuals and legal entities of the rules and procedure for storage
and use of weapons; will fight raiding and poaching; will ensure order and security in
the territory of his community. By the way, Khrestivska TG will be the first in the Kherson
region where a community police officer will work. When this project was launched in
the Dnipropetrovsk region in 2019, each POG was allocated a car by the Ministry of Internal
Affairs. But now priority is given to those communities that also need to provide and equip
office space, as well as buy him a car. Therefore, in the Kherson region, this project has "slowed down" - in the agricultural region there are no such large budgets as in areas with
developed industry. However, the Khrestiv community has thoroughly approached this
issue and united the efforts of the public, self-government bodies and business.
