Анотація
Стаття присвячена питанню сучасного специфічного процесу становлення
нових реалій формування інформаційного суспільства в Україні в умовах воєнного
стану. Виокремлюються чинники, що сприяють, з одного боку більшій прозорості
та інтенсифікації інформаційного суспільства, а з другого боку – чинники, що виму-
шено обмежують повноту реалізації суб’єктами їх права на інформацію в умовах
війни. Автором наголошується, що інформаційні відносини та правовий режим, що
сьогодні для них створений в Україні значною мірою відрізняється від режиму інфор-
маційних відносин у всіх попередніх воєнних конфліктах, де було задіяне українське
суспільство. Ця відмінність стосується також і поширюється, взагалі, на всю попе-
редню світову історію воєнних конфліктів. В першу чергу, це проявляється в надви-
сокій для воєнного стану ступені інформаційної відкритості та активності суспіль-
ства та влади. Окремо приділено увагу в роботі питанню формування нових форм
прояву інформаційної інтеграції суб’єктів в такому суспільстві, та, водночас, нових
форм наслідків для соціуму впливу інституцій інформаційного суспільства. Зокрема,
йдеться про згуртованість громадський об’єднань саме в питаннях інформаційного
супроводження військових процесів. Розвивається і демократична культура юридич-
ного забезпечення інформаційних відносин. Поява, наприклад такої доктрини як
«держава у смартфоні», або об’єднання структур засобів масової інформації для ціло-
добового телемарафону, що діє вже більше року – це зразки новітніх форм прояву
інформаційного суспільства. The article is devoted to the issue of the modern specific process of formation of new
realities of information society formation in Ukraine under martial law. Factors contributing
to greater transparency and intensification of the information society, on the one hand,
and factors that forcibly limit subjects’ full realization of their right to information in wartime
conditions, on the other hand, are singled out.
The author emphasizes that information relations and the legal regime created for them
today in Ukraine are significantly different from the information relations regime in all
previous military conflicts where Ukrainian society was involved. This distinction also applies and extends, in general, to the entire previous world history of military conflicts.
First of all, this is manifested in the degree of informational openness and activity of society
and the authorities, which is extremely high for the state of war.
Separate attention is paid in the work to the issue of the formation of new forms
of manifestation of information integration of subjects in such a society, and, at the same
time, new forms of consequences for society of the influence of institutions of the information
society. In particular, it is about the cohesion of public associations precisely in matters
of informational support of military processes.
The democratic culture of legal support of information relations is also developing.
The appearance, for example, of such a doctrine as “the state in a smartphone” or
the unification of mass media structures for a 24-hour telethon, which has been in effect for
more than a year, are examples of the latest forms of manifestation of the information society.
