dc.description.abstractМетою статті є аналіз та характеристика основних міжнародно-правових актів щодо захисту прав та свобод людини й громадянина. Визначено риси основних прав та свобод останніх, серед головних автор виділяє: рівність та єдність усіх без винятку; права належать громадянам за фактом приналежності до громадянства; невід’ємні від правового ста- тусу і лише з утратою громадянства можуть бути втрачені. Установлено, що саме Статут ООН (1945 р.), який містить положення про права людини, став початком створення інституту права щодо міжнародного захисту основних прав людини. Також основну роль відіграє Загальна декларація прав людини, затверджена 10 грудня 1948 р. Генеральною Асамблеєю ООН, яка закріпила основні права людини. Виявлено проблеми захисту прав і свобод людини, адже вони завжди мали свою актуальність для цивілізованого суспільства, як у минулому, так і сьогодні. Проаналізовано та визначено роль Національної поліції України у забезпеченні захисту прав людини. Наголошено на тому, що контроль за дотриманням та непорушенням прав людини значною мірою покладається на представників органів державної влади. Серед виконавчої гілки влади важливу роль у цьому відіграє Національна поліція України. Надано пропозиції щодо вдосконалення поліцейської діяльності в напрямі захисту міжнародних прав людини та громадянина. Серед останніх запропоновано на державному рівні здійснювати політику підтримки та вдосконалення поліцейської діяльності у міжнародному напрямі щодо захисту прав людей; професійно вдосконалювати знання через систематичні заняття на курсах підвищення кваліфікації поліцейських різного рангу; приймати участь у тренінгових заняттях, що дасть змогу практично відтворити теоретичні знання з міжнародного захисту прав людини й громадянина працівниками Національної поліції України. The purpose of the article is to analyze and characterize the main international legal acts on the protection of human and civil rights and freedoms. The features of the basic rights and freedoms of the latter are determined, among the main ones the author singles out: equality and unity of all without exception; belong to citizens on the fact of belonging to the citizenship, and are not acquired and alienated at the will of the citizen; inseparable from legal status and can be lost only with the loss of citizenship. It is established that the UN Charter (1945), which contains provisions on human rights, was the beginning of the establishment of the institution of law for the international protection of fundamental human rights. Also, the Universal Declaration of Human Rights, approved by the UN General Assembly on December 10, 1948, which enshrines fundamental human rights, plays a key role. Problems of human rights and freedoms have been identified, as they have always been relevant to civilized society, both in the past and in the present. The author analyzes and defines the role of the National Police of Ukraine in ensuring the protection of human rights. It is emphasized that the control over the observance and non-violation of human and civil rights is largely entrusted to the representatives of public authorities. Among the executive branch, the National Police of Ukraine plays an important role in this direction. Proposals for improving policing in the direction of protection of international human and civil rights have been provided. Among the latter, it is proposed to pursue a policy at the state level to support and improve policing in the international direction of human rights protection; professionally improve knowledge through regular training courses for police officers of various ranks; to take part in training sessions, which will allow to practically reproduce theoretical knowledge on international protection of human and civil rights by employees of the National Police of Ukraine.uk_UA
