Анотація
У статті здійснено розгляд загальних характеристик суб’єктів забезпечення національної безпеки України, а
також питання розгляду окремих суб’єктів забезпечення національної безпеки України, визначення витоків їх
систематизації та проблем імплементації результатів таких досліджень у сучасну практику управління державою.
Узагальнено, що діяльність суб’єктів забезпечення національної безпеки України в заходах запобігання,
реагування та ліквідації загроз національній безпеці України відноситься до розряду складних завдань.
Автор наголошує на можливості розгляду в якості суб’єктів забезпечення національної безпеки України ряду
міжнародних організацій, які статутними завданнями мають забезпечення колективної (міжнародної) безпеки.
Автор доходить до висновку, що подальші наукові розвідки проблеми суб’єктів забезпечення національної
безпеки доцільно проводити окремо для підсистем забезпечення: 1) стримування; 2) стійкості; 3) взаємодії. The article considers the general characteristics of the subjects of national security of Ukraine, as well as the
consideration of individual subjects of national security of Ukraine, determining the origins of their systematization and problems
of implementation of the results of such studies in modern governance.
It is generalized that the activity of the subjects of ensuring the national security of Ukraine in measures to prevent,
respond to and eliminate threats to the national security of Ukraine belongs to the category of complex tasks.
The author considers the subject of activity in inseparable connection with what exactly this activity is aimed at, ie with
the object of activity, because in reality the subjects and objects of security can act both at the same time.
The author emphasizes the main role of the individual in the regulation of social relations, the secondary role of society,
and highlights the role of the state as a tool to protect the interests of the individual and society in ensuring national security of
Ukraine.
The author analyzes the provisions of the National Security Strategy on the introduction of a national system to ensure a
high level of readiness of society and the state to respond to a wide range of threats.
The author notes the changes in the state policy of national security regarding the hierarchy of the main subjects of
national security of Ukraine.
The author emphasizes the possibility of considering as subjects of national security of Ukraine a number of international
organizations whose statutory tasks are to ensure collective (international) security.
The author comes to the conclusion that further scientific investigations of the problem of the subjects of national security
should be conducted separately for the subsystems of support: 1) deterrence; 2) stability; 3) interaction.
