Реалізація філософії «Intelligence-led Policing» в системі кримінального аналізу Національної поліції України

Abstract

У монографії на основі аналізу зарубіжної наукової літератури та фахових публікацій, узагальнення практичного досвіду розвинених поліцейських систем світу, із врахуванням сучасного етапу реформування вітчизняних органів правопорядку, концептуально досліджено теоретичні засади та інституційні стандарти кримінального аналізу в системі правоохоронного органу. Зосереджено увагу на обґрунтуванні сучасного концепту розвитку системи кримінального аналізу на основі нової організаційно-управлінської філософії правоохоронної діяльності – intelligence-led policing (ILP). Розкрито ключові елементи моделі ILP. Методологічно науковий пошук зосереджено на обґрунтуванні професійної термінології у визначеній сфері, інституційних компонентів кримінального аналізу та ILP, на формуванні інтелектуальної складової правоохоронного менеджменту та сучасного безпекового світогляду, зокрема у діяльності Національної поліції України.

The monograph, based on the analysis of foreign scientific literature and professional publications, summarizing the practical experience of the developed police systems of the world, taking into account the current stage of reforming domestic law enforcement agencies, conceptually researched the theoretical foundations and institutional standards of criminal analysis in the law enforcement agency system. Attention is focused on the substantiation of the modern concept of the development of the criminal analysis system based on the new organizational and managerial philosophy of law enforcement activity – intelligence-led policing (ILP). The key elements of the ILP model are revealed. Methodologically, scientific research is focused on the substantiation of professional terminology in the specified field, institutional components of criminal analysis and ILP, on the formation of the intellectual component of law enforcement management and a modern security outlook, particularly in the activities of the National Police of Ukraine.
