Правові та організаційні засади дисциплінарного провадження в органах Національної поліції України

Abstract

У монографії розглядаються питання пов’язані з дисциплінарним провадженням, яке є важливою складовою регулювання суспільних відносин у сфері адміністративного, трудового права та публічного управління. Проведено історико-правовий аналіз виникнення і розвитку дисциплінарного провадження в Україні. Здійснено комплексне дослідження правових та організаційних засад дисциплінарного провадження в органах Національної поліції України, розглянуто його особливості. Проведено порівняльний аналіз нормативно-правового забезпечення дисциплінарного провадження в органах поліції зарубіжних країн (США, Англії, Федеративної Республіки Німеччина та Польщі) та виявлено ряд надбань, які можливо запозичити для вдосконалення правових та організаційних засад дисциплінарного провадження в органах Національної поліції України.

The monograph deals with issues related to disciplinary proceedings, which are an important component of the regulation of public relations in the sphere of administrative, labor law and public administration. A historical and legal analysis of the emergence and development of disciplinary proceedings in Ukraine was carried out. A comprehensive study of the legal and organizational foundations of disciplinary proceedings in the bodies of the National Police of Ukraine was carried out, and its features were considered. A comparative analysis of the regulatory and legal provision of disciplinary proceedings in the police bodies of foreign countries (the USA, England, the Federal Republic of Germany and Poland) was conducted and a number of assets were identified that could be borrowed to improve the legal and organizational foundations of disciplinary proceedings in the National Police of Ukraine.
