Ризик-орієнтований підхід щодо оцінювання загроз у сфері лісового господарства

Abstract

У статті акцентовано увагу на сучасних проблемах розвитку лісового господарства, зокрема на загрозах найширшого характеру, що стосуються господарської діяльності, охорони, захисту та відновлення лісів. Аналіз проведено на основі оцінювання ризиків поширення 153 загроз, що були ідентифіковані експертною групою. Розглянуто різні групи загроз, визначено на основі рівня ризику найзначніші з них, що відображено графічно в діаграмах та у відповідних таблицях. Авторський підхід до використаної методології забезпечив не лише якісне, а й кількісне оцінювання загроз, що гарантує більш точний подальший їх аналіз. Наразі ризик-орієнтований підхід вказує на наявність у лісовому господарстві системних загроз, що потребують більшої активності менеджменту галузі та органів правопорядку.

The article focuses on modern problems of forestry development, in particular on threats of the broadest nature related to economic activity, protection and restoration of forests. The analysis was carried out on the basis of the risk assessment of the spread of 153 threats identified by the expert group. The article considers different groups of threats, the most significant ones are identified by the level of risk, graphically displayed in diagrams and relevant tables. The author’s approach to the used methodology provided not only a qualitative, but also a quantitative assessment of threats, which ensures a more accurate further analysis of them. Attention is focused on the threats, among which the following are highlighted as the most significant: initiatives of certain political groups regarding the privatization of forests – 70.98%), unequal business conditions in the field of forestry compared to those who use shadow (criminal) schemes – 66.05%) , irrational, untimely and ineffective approach to sanitary types of felling (a lot of healthy wood is lost) – 60.77%), imperfect personnel policy in forestry – 57.75%, uncontrolled mass cutting of forests, which leads to a decrease in the population of flora and fauna – 60 .89%, manifestations of corruption in the field of public administration in the form of appointment to positions on the basis of «personal relationships», not taking into account the incompetence of these persons – 70.48%. Currently, based on the risk-oriented approach, there are systemic threats in forestry, requiring increased activity of the industry’s management and law enforcement agencies.
