В контексті описаної проблеми автор пропонує переглянути визначення розмірів шкоди, що заподіюється навколишньому природному середовищу, повноваження державних органів, до компетенції яких входить охорона та захист навколишнього природного середовища та встановити відповідальність за бездіяльність державних органів та органів місцевого самоврядування у разі загрози чи заподіяння шкоди навколишньому природному середовищу. In the context of the described problem, the author proposes to revise the definition of the amount of damage caused to the surrounding natural environment, the powers of state bodies whose competence includes the protection and protection of the natural environment, and to establish responsibility for the inaction of state bodies and local self-government bodies in the event of a threat or damage to the surrounding natural environment the environment.
