Статтю присвячено дослідженню нормативно-правового забезпечення міграційної політики в умовах дії правового режиму воєнного стану. Досліджено етимологію поняття «міграція» та «міграційна політика». Міграційну політику розглянуто у широкому і вузькому значенні. Проаналізовано погляди вчених з питань державної міграційної політики. Міграційна політика в наукових працях сучасних дослідників трактується досить широко і являє собою особливий вид діяльності держави, спрямований за допомогою різних важелів і методів на управління міграційними процесами. The article is devoted to the study of regulatory and legal support of migration policy under the conditions of the legal regime of martial law. The etymology of the concepts «migration» and «migration policy» has been studied. Migration policy is considered in a broad and narrow sense. The views of scientists on the issues of state migration policy are analyzed. Migration policy in the scientific works of modern researchers is interpreted quite broadly and represents a special type of state activity aimed at managing migration processes with the help of various levers and methods.

У статті проаналізовано, як цифровізація (даркнет-майданчики, соціальні мережі, зашифровані месенджери) змінює наркозлочинність, та які процесуальні й експертні підходи потрібні для роботи з електронними доказами у кримінальних провадженнях Показано, що міграція торгівлі наркотиками до даркнет-майданчиків, відкритих соцмереж і зашифрованих месенджерів поєднується з використанням криптовалют, сервісів анонімізації та розподілених хостинг-рішень. Це ускладнює ідентифікацію учасників, фіксацію слідів і відстеження фінансових потоків, підвищує транскордонність і «ефемерність» дока-зів. Для України, особливо в умовах воєнного стану та активної цифровізації комунікацій, така динаміка створює виклики для досудового розслідування й судового розгляду: короткий життєвий цикл даних, різнорідність форматів, потреба в чітких процесуальних алгоритмах залучення електронних відомостей і взаємодії з іноземними провайдерами.
The article offers a comprehensive analysis of the transformation of drug-related crime in the digital environment and its procedural–forensic dimension. It shows that the shift of drug trafficking to darknet marketplaces, open social networks, and encrypted messengers is accompanied by the use of cryptocurrencies, anonymization services, and distributed hosting solutions. This complicates the identification of participants, the preservation and recording of traces, and the tracking of financial flows, while increasing the cross-border nature and “ephemerality” of evidence. For Ukraine—especially under martial law and amid the accelerated digitalization of communications—this dynamic generates challenges for pre-trial investigation and court proceedings: the short life cycle of data, heterogeneity of formats, and the need for clear procedural algorithms for obtaining electronic information and for cooperation with foreign service providers.

Діяльність підрозділів поліції на воді у сфері забезпечення транспортної безпеки: проблемні питання та шляхи їх вирішення

Статтю присвячено дослідженню окремих аспектів діяльності підрозділів поліції на воді у сфері забезпечення транспортної безпеки шляхом попередження, припинення та реагування на адміністративні правопорушення, учинені судноводіями. Охарактеризовано повноваження поліції на воді відповідно до вимог Закону України «Про Національну поліцію», а також Кодексу України про адміністративні правопорушення. На основі аналізу законодавства, що регламентує діяльність підрозділів поліції на воді, надано пропозиції щодо усунення певних прогалин та недоліків у законодавстві, зокрема стосовно можливості оперативного реагування поліцейськими на адміністративні правопорушення, учинені на воді.
The article is devoted to the study of certain aspects of the activities and powers of police units on the water in the field of transport safety by preventing, stopping and responding to administrative offenses, committed by drivers. The powers of the police on the water in accordance with the requirements of the Law of Ukraine “On the National Police”, as well as the Code of Ukraine on Administrative Offenses are described. In particular, the powers of police units on the water include the implementation of preventive and preventive activities aimed at preventing offenses on sea or river transport, identifying the causes and conditions that lead to the commission of criminal and administrative offenses; timely response to statements and notifications of criminal, administrative offenses or events; pre-trial investigation of criminal offenses within the defined jurisdiction; search for persons hiding from pre-trial investigation bodies, investigating judge, court or missing persons; taking measures to ensure public safety and order on the streets, squares, parks, squares, stadiums, railway stations, airports, sea and river ports, and other public places; maintenance of vehicles, etc. The functions and powers of water police units are fully aimed at ensuring public safety and order,
protection of human rights and freedoms, as well as the interests of society and the state, combating crime, providing, within the limits prescribed by law, personal assistance services, social reasons or due to emergencies need such assistance. However, the quality of police duties on the water to prevent, stop and combat violations of the law depends on the legislative consolidation of powers to respond to offenses and bring the perpetrator to justice. To do this, based on the analysis of legislation governing the activities of police units on the water, provided proposals to current legislation of Ukraine in the field of transport safety on the water, as well as eliminating certain gaps and shortcomings in the legislation on the possibility of prompt and statutory police response committed on the water.
