Розвиток кадрового потенціалу та соціальний захист працівників Національної поліції України, ветеранів ОВС та НПУ, учасників бойових дій та членів їх сімей

Abstract

У навчальному посібнику розкрито особливості розвитку кадрового потенціалу та соціального захисту працівників Національної поліції України, ветеранів ОВС та НПУ, учасників бойових дій та членів їх сімей. Розглянуто ряд питань щодо напрямів розвитку кадрового потенціалу, алгоритму відбору персоналу для підрозділів Національної поліції України, відомчої освіти та підготовки кадрів в системі МВС України, а також розвитку кадрового потенціалу протягом служби. Окрема увага зосереджена на питаннях встановлення статусу учасника бойових дій та особливостей проходження служби в поліції під час воєнного стану. Проаналізовано організаційно-правові засади правового та соціального захисту працівників Національної поліції України, ветеранів ОВС та НПУ, учасників бойових дій та членів їх сімей, зокрема, у сфері трудових правовідносин, пенсійного забезпечення, соціальних послуг та допомог. Розглянуто порядок та особливості соціального захисту членів сімей працівників поліції України, ветеранів органів внутрішніх справ та ветеранів Національної поліції. Навчальний посібник може бути використаний науково-педагогічними працівниками та здобувачами освіти під час освітнього процесу на першому (бакалаврському), другому (магістерському) та третьому (освітньо-науковому) рівні вищої освіти за спеціальністю 081 «Право» та 262 «Правоохоронна діяльність», а також для самоосвіти працівниками Національної поліції України.

The manual reveals the features of the development of personnel potential and social protection of employees of the National Police of Ukraine, veterans of the Internal Affairs and the National Police, participants in hostilities and their family members. A number of issues are considered regarding the areas of development of personnel potential, the algorithm for selecting personnel for units of the National Police of Ukraine, departmental education and training of personnel in the system of the Ministry of Internal Affairs of Ukraine, as well as the development of personnel potential during service. Special attention is paid to the issues of establishing the status of a participant in hostilities and the features of serving in the police during martial law. The organizational and legal principles of legal and social protection of employees of the National Police of Ukraine, veterans of the Internal Affairs and the National Police, participants in hostilities and their family members, in particular, in the field of labor relations, pension security, social services and benefits, are analyzed. The procedure and features of social protection of family members of police officers of Ukraine, veterans of internal affairs bodies and veterans of the National Police are considered. The manual can be used by scientific and pedagogical workers and students during the educational process at the first (bachelor's), second (master's) and third (educational and scientific) levels of higher education in the specialty 081 "Law" and 262 "Law enforcement activities", as well as for self-education by employees of the National Police of Ukraine.
