Політична культура суспільства та її вплив на організацію забезпечення державної безпеки

Abstract

В статті досліджено політичну культуру суспільства та її вплив на організацію забезпечення державної безпеки. Визначено, що в сучасній Україні, де основним напрямом держави є дотримання прав та свобод громадян, політична культура набуває особливого значення. Політичні знання та культура політичної поведінки є фундаментальними елементами захисту людської гідності, свободи та прав. Рівень політичної культури визначає характер політичного режиму, структурування політичної системи, вектори суспільного розвитку та шляхи цивілізаційного поступу, процес державотворення та впровадження принципів демократії. Кожен громадянин має право на участь в управлінні державними справами та задоволення своїх політичних, економічних, соціальних, культурних та інших інтересів, що він може реалізувати через політичні партії. Незважаючи на велику кількість зареєстрованих політичних партій в Україні, вони потребують додаткового вивчення для визначення їхньої ролі у правовій системі держави. Політичні партії, що мають значну підтримку населення, є необхідними для приведення до влади осіб, які відображають помисли і побажання громадян. Основною метою діяльності політичних партій є приведення до влади своїх однопартійців, які здійснюватимуть публічне управління, що впливає на все населення держави незалежно від віку, соціального стану, національності та партійної приналежності. Жоден громадянин не може бути байдужим до питань правового регулювання політичних партій, адже опосередковано залежить від них. Без відповідного рівня політичної культури, який має пряме відношення та впливає на політичний режим неможливо зберегти державу та побудувати нові інституції, що дозволять розвиватися в демократичному руслі державі в цілому. Доведено , що в умовах сучасних загроз навколо України сформувалися нові тенденції, які є джерелами значних загроз національній безпеці, територіальній цілісності, суверенітету і рівень політичної культури визначає характер політичного режиму, структурування політичної системи, вектори суспільного розвитку та шляхи цивілізаційного поступу, процес державотворення та впровадження принципів демократії. The article examines the political culture of society and its influence on the organization of state security. It was determined that in modern Ukraine, where the main direction of the state is the observance of the rights and freedoms of citizens, political culture acquires special importance. Political knowledge and the culture of political behavior are fundamental elements of the protection of human dignity, freedom and rights. The level of political culture determines the nature of the political regime, the structuring of the political system, the vectors of social development and the ways of civilizational progress, the process of state formation and the implementation of the principles of democracy. Every citizen has the right to participate in the management of state affairs and to satisfy his political, economic, social, cultural and other interests, which he can realize through political parties. Despite the large number of registered political parties in Ukraine, they require additional study to determine their role in the legal system of the state. Political parties with significant popular support are necessary to bring to power persons who reflect the thoughts and wishes of citizens. The main goal of the activity of political parties is to bring their party members to power, who will carry out public administration that affects the entire population of the state, regardless of age, social status, nationality, and party affiliation. No citizen can be indifferent to the issues of legal regulation of political parties, because he indirectly depends on them. Without an appropriate level of political culture, which is directly related to and affects the political regime, it is impossible to preserve the state and build new institutions that will allow the state as a whole to develop democratically. It has been proven that in the conditions of modern threats, new trends have formed around Ukraine, which are sources of significant threats to national security, territorial integrity, sovereignty, and the level of political culture determines the nature of the political regime, structuring of the political system, vectors of social development and ways of civilizational progress, the process of state formation and implementation principles of democracy.
