Забезпечення черговими частинами поліції охорони публічної безпеки та порядку

Abstract

Розглянуто питання щодо забезпечення черговими частинами поліції охорони публічної безпеки та порядку. Зазначено, що оперативне управління, яке здійснюється черговою частиною органів поліції, має бути спрямоване на забезпечення ефективного розвитку всієї керованої системи (сил і засобів, які задіяні на забезпечення публічної безпеки та порядку) за мінливих внутрішніх і зовнішніх умов. Виокремлено етапи оперативного управління силами і засобами органу (підрозділу) поліції та виділено основні джерела інформації, на які реагує чергова частина. Наголошено, що чергова частина органу поліції, по суті, є основним суб’єктом інформування про стан поточної оперативної обстановки відповідного органу (підрозділу) поліції. Оптимізація інформаційного забезпечення чергових частин органів поліції впливає на ефективність не тільки їх діяльності, але й органу (підрозділу) поліції загалом.

The issue of providing the next parts of the police with public security and order protection is considered. It is noted that operational management, carried out by the next part of the police authorities, should be aimed at ensuring the effective development of the entire managed system (forces and means involved in ensuring public safety and order) in changing internal and external conditions. The stages of operational control of the forces and means of the police body (unit) are singled out and the main sources of information that the next part responds to are identified. It is stressed that the regular part of the police body is essentially the main subject of informing about the state of the current operational situation of the relevant police unit (unit) of the police. The optimization of information provision of the next parts of the police body affects the effectiveness of not only their activities, but also the police unit (unit) of the police as a whole.
