Повноваження державної митної служби України

Abstract

У статті здійснено комплексний теоретико-правовий аналіз повноважень Державної митної служби України (далі по тексту- Служби) як ключового суб’єкта реалізації державної митної політики в умовах трансформації публічного управління. Під час написання статті розкрито сутність повноважень Служби, вказано на її системоутворюючу роль у сфері митного регулювання, фіскальної стабільності та національного інтересу держави, а також проаналізовано нормативно-правові акти, що регулююють митну діяльність і приділена увага специфіці реалізації повноважень Служби в умовах воєнного стану, посилення викликів у сфері безпеки, а також зростання ролі України у міжнародних логістичних і торговельних ланцюгах.

The article provides a comprehensive theoretical and legal analysis of the powers of the State Customs Service of Ukraine as a key entity implementing state customs policy in the context of public administration transformation. The research reveals the essence of the Service’s powers, highlights its system-forming role in the sphere of customs regulation, ensuring economic security, fiscal stability, and national interests, and analyzes the regulatory and legal acts governing customs activities. Attention is paid to the specifics of the implementation of the powers of the State Customs Service in the context of martial law, increased security challenges, and Ukraine’s growing role in international logistics and trade chains.
