Взаємодія Національної поліції та Національної гвардії України під час воєнного стану: особливості виконання завдань на деокупованих територіях

Abstract

Стаття присвячена вивченню особливостей взаємодії Національної поліції та Національної гвардії України під час воєнного стану, зокрема у контексті виконання завдань на деокупованих територіях. Актуальність даної теми зумовлена необхідністю забезпечення правопорядку та безпеки в умовах збройного конфлікту, а також викликами, які постають перед правоохоронними органами у процесі відновлення соціальної стабільності, зокрема, на звільнених територіях. У статті розглядаються основні аспекти співпраці між Національною поліцією та Національною гвардією, включаючи організаційні, функціональні та правові аспекти. Особливу увагу приділено аналізу оперативних дій, проведених спільно в умовах, що змінилися, та специфіці роботи на деокупованих територіях, де постає необхідність адаптації до нових реалій, а також забезпечення охорони прав і свобод громадян. Досліджено методи і засоби, що використовуються правоохоронними органами для виконання завдань у складних умовах воєнного стану, з акцентом на інноваційні підходи, які забезпечують ефективність їхньої взаємодії. Визначено коло спільних завдань, які стоять перед підрозділами Національної поліції та Національної гвардії на звільнених територіях та потребують конструктивної взаємодії: забезпечення публічного порядку; розмінування територій; захист прав громадян; охорона стратегічних об’єктів. У статті також проаналізовані проблеми та перспективи співпраці Національної поліції та Національної гвардії. Визначено проблеми, які потребують термінового вирішення, та запропоновано рекомендації щодо вдосконалення механізмів взаємодії між Національною поліцією та Національною гвардією на деокупованих територіях. Кінцевою метою статті є підвищення рівня усвідомлення важливості злагодженої роботи правоохоронних органів загалом для відновлення миру і порядку на деокупованих територіях, що є невід’ємною складовою національної безпеки України. The article examines the peculiarities of interaction between the National Police and the National Guard of Ukraine during martial law, in particular in the context of performing tasks in the de-occupied territories. The relevance of this topic is stipulated by the need to ensure law and order and security in the context of armed conflict, as well as the challenges faced by law enforcement agencies in the process of restoring social stability, in particular, in the liberated territories. The article examines the main aspects of cooperation between the National Police and the National Guard, including organizational, functional and legal aspects. Particular attention is paid to the analysis of operational actions carried out jointly in the changed conditions and the specifics of work in the de-occupied territories, where there is a need to adapt to new realities and ensure the protection of citizens’ rights and freedoms. The article examines the methods and means used by law enforcement agencies to perform tasks under difficult martial law conditions, with an emphasis on innovative approaches that ensure the effectiveness of their interaction. The article identifies the range of common tasks facing the units of the National Police and the National Guard in the liberated territories that require constructive cooperation: ensuring public order; demining of territories; protection of citizens’ rights; and protection of strategic facilities. The article also analyzes the problems and prospects of cooperation between the National Police and the National Guard. The author identifies the problems that need to be urgently addressed and offers recommendations for improving the mechanisms of interaction between the National Police and the National Guard in the de-occupied territories. The ultimate goal of the article is to raise awareness of the importance of coordinated work of law enforcement agencies in general for the restoration of peace and order in the de-occupied territories, which is an integral part of Ukraine’s national security.
