Волонтерська діяльність в Україні: історія, сьогодення та євроінтеграція

Abstract

Розвинуте громадянське суспільство є невід’ємним складником усіх демократичних правових держав світу. Волонтерська діяльність є однією з форм громадської активності та громадянської культури, основою побудови та розвитку громадянського суспільства. Волонтерська діяльність втілює у себе найшляхетніші прагнення людства – прагнення миру, свободи, безпеки та справедливості для всіх людей. Одним із таких напрямів соціальної допомоги є участь добровольців у здійсненні цілої низки соціальних послуг для тих, хто їх потребує. Будь-яка людина, що свідомо і безкорисливо трудиться на благо інших, може називатися волонтером. Сучасна ситуація в Україні характеризується соціально-психологічною, економічною нестабільністю, зниженням рівня життя більшості населення, зростанням злочинності і насильства. Процес розвитку волонтерства – відповідна реакція суспільства на соціально-економічну ситуацію, що характеризується не тільки зубожінням порівняно великої частини населення, а й ослабленням потенціалу держави. Свого часу держава значно звузила свої функції в регулюванні і розвитку соціальної сфери, державна система патронажу помітно ослабла. Волонтерство відроджується як реакція суспільства на проблеми, які існують у відповідний проміжок часу. Добровільна і суспільно корисна діяльність – це один із найбільш затребуваних видів діяльності, де одна людина чи група осіб здійснюють свої дії на задоволення потреб інших.

A developed civil society is an integral part of all democratic states under the rule of law in the world. Volunteer activity is one of the forms of public activity and civil culture, the basis of the construction and development of civil society. Volunteer activity embodies the noblest aspirations of humanity – the desire for peace, freedom, security and justice for all people. One of these areas of social assistance is the participation of volunteers in the implementation of a number of social services for those who need them. Any person who consciously and selflessly works for the benefit of others can be called a volunteer. The current situation in Ukraine is characterized by socio-psychological and economic instability, a decline in the standard of living of the majority of the population, and an increase in crime and violence. The process of the development of volunteerism is the appropriate reaction of society to the socio-economic situation, which is characterized not only by the impoverishment of a relatively large part of the population, but also by the weakening of the state’s potential. At one time, the state significantly narrowed its functions in the regulation and development of the social sphere, the state system of patronage was noticeably weakened. Volunteerism is reborn as a societal response to the problems that exist in a given period of time. Voluntary and socially beneficial activity is one of the most popular types of activity, where one person or a group of persons performs their actions to meet the needs of others.
