Щодо питання міжнародно-правових стандартів дотримання прав дитини в умовах воєнних дій

Abstract

В статті досліджуються питання міжнародного захисту прав дітей під час збройних конфліктів з урахуванням національних стандартів та проблем. Аналізується система взаємоузгоджених дій держав, міжнародних міжурядових та неурядових організацій щодо захисту прав дитини. В статті стверджується, що такі дії повинні бути спрямовані на розробку та забезпечення прав дитини з метою формування повноцінної та гармонійно розвиненої особистості, сприяння їх закріпленню в національному законодавстві та надання міжнародної допомоги дітям. Міжнародне законодавство визнає дітей як особливо вразливу групу і гарантує їм особливий захист, оскільки вони не беруть участі у бойових діях.

The article examines the issues of international protection of children's rights during armed conflicts, taking into account national standards and problems. The system of coordinated actions of states, international intergovernmental and non-governmental organizations to protect children's rights is analyzed. The article argues that such actions should be aimed at developing and ensuring the rights of the child in order to form a full-fledged and harmoniously developed personality, promoting their consolidation in national legislation and providing international assistance to children. International legislation recognizes children as a particularly vulnerable group and guarantees them special protection, since they do not participate in hostilities.
