Адміністративно-територіальний устрій Біловодського кіннозаводського округу (ХІХ - початок ХХ століття)

Abstract

Робота присвячена діяльності та адміністративно-територіальному устрою Біловодського кіннозаводського округу. У статті зазначено причини утворення кінних заводів, які були у його відомстві, зокрема Деркульського, Стрілецького, Лимарівського та Ново-Олександрівського. Звернута увага на те, що утворення в першій половині XIX ст. кінних заводів здійснювалось одночасно з реалізацією військових реформ із започаткування військових поселень на території Старобільського повіту Слобідсько-Української губернії. Звернуто увагу на те, що зазначені військові кінні заводи постачали коней для поселених кавалерійських полків. У зв’язку з чим для кожного кінного заводу урядом встановлювалась певна спеціалізація шодо вирощування різних порід коней. Зазначено, що у XIX ст. чотири із шести існуючих в Російській імперії казенних кінних заводи знаходились саме на території Старобільського повіту. Досліджено процеси, які супроводжувались примусовим переведення місцевих селян у стан кіннозаводського населення та накладання на них зобов’язань щодо забезпечення функціонування військових кінних заводів. Звернуто увагу на те, що стан кіннозаводського населення військових кінних заводів мав певні ознаки військових поселян, які мешкали у військових поселених округах. Проаналізовано етапи формування органів управління Біловодського кіннозаводського округу. Зазначено адміністративні зміни на казенних кінних заводах, що було пов’язано із їхнім розвитком та діяльністю. Встановлено перелік населених пунктів Біловодської, Зориновської, Марківської та Євсугської волості Біловодського кіннозаводського округу, які були закріплені за кінними заводами. Розглянуто структуру окружного управління, волосних й сільських правлінь кінних заводів та ін. the work is devoted to the activities and administrative-territorial organization of the Bilovodsk stud farm district. The article indicates the reasons for the establishment of stud farms that were in its department, in particular Derkulsky, Striletsky, Lymarovsky and Novo-Oleksandrovsky. Attention is drawn to the fact that the establishment in the first half of the 19th century of stud farms was carried out simultaneously with the implementation of military reforms to establish military settlements on the territory of the Starobilsky district of the Slobіdsk-Ukrainian province. Attention is drawn to the fact that the mentioned military stud farms supplied horses for the settled cavalry regiments. In connection with which, for each stud farm, the government established a certain specialization for the breeding of different breeds of horses. It is noted that in the 19th century, four of the six state-owned stud farms existing in the Russian Empire were located precisely on the territory of the Starobilsky district. The processes that were accompanied by the forced transfer of local peasants to the status of the stud farm population and the imposition of obligations on them to ensure the functioning of military stud farms were investigated. Attention was drawn to the fact that the status of the stud farm population of military stud farms had certain features of military settlers who lived in military settlement districts. The stages of the formation of the governing bodies of the Bilovodsk stud farm district were analyzed. Administrative changes at the state stud farms were noted, which were associated with their development and activities. A list of settlements in the Bilovodsk, Zorinovsk, Markivsk and Yevsugsk volosts of the Bilovodsk stud farm district, which were assigned to stud farms, was established. The structure of the district administration, volost and village boards of stud farms, etc. was considered.
