Кібербезпека в Україні: правові та організаційні питання

Abstract

Міжнародна науково-практична конференція «Кібербезпека в Україні: правові та організаційні питання» спрямована на всебічне висвітлення сучасних тенденцій, викликів і перспектив розвитку системи кібербезпеки в Україні в умовах глобальних трансформацій цифрового середовища. Зростання кількості кібератак, ускладнення їхніх технічних характеристик, а також посилення гібридних загроз актуалізують необхідність наукового, нормативного та організаційного переосмислення механізмів захисту інформаційного простору держави. Основною метою конференції є формування міждисциплінарного майданчика для обговорення правових аспектів кіберзахисту, удосконалення національного законодавства у сфері інформаційної та кібербезпеки, адаптації українських нормативів до міжнародних стандартів і практик, зокрема ЄС та НАТО. Значну увагу приділено аналізу ключових проблем правозастосування, ефективності існуючих процедур реагування на інциденти, а також узгодженню правових підходів до протидії кіберзлочинності та захисту критичної інформаційної інфраструктури. Організаційний блок конференції охоплює питання побудови національної системи кіберзахисту, розвитку координаційних центрів, підвищення ролі правоохоронних органів, запровадження систем моніторингу, управління ризиками та оперативного реагування на кібератаки. Особливий акцент зроблено на впровадженні сучасних цифрових технологій, включно з інструментами штучного інтелекту, машинного навчання та відеоаналітики, що підвищують ефективність виявлення й попередження кіберінцидентів. Конференція також слугує платформою для обговорення важливості підготовки кадрів, розвитку кіберосвіти, формування культури інформаційної гігієни серед громадян і підвищення рівня кіберобізнаності в органах державної влади та бізнес-структурах. Значна увага приділяється питанням розширення міжнародної співпраці, зміцненню державно-приватного партнерства та залученню світового досвіду у сфері кіберстійкості. Матеріали, представлені на конференції, містять результати наукових досліджень, практичні рекомендації та комплексні пропозиції щодо розбудови ефективної, скоординованої та гнучкої системи кібербезпеки України, здатної забезпечити надійний захист цифрового простору в умовах сучасних безпекових загроз і технологічних змін. The international scientific and practical conference Cybersecurity in Ukraine: Legal and Organisational Issues’ aims to comprehensively cover current trends, challenges and prospects for the development of the cybersecurity system in Ukraine in the context of global transformations in the digital environment. The growing number of cyberattacks, the increasing complexity of their technical characteristics, and the intensification of hybrid threats highlight the need for scientific, regulatory, and organisational rethinking of the mechanisms for protecting the state's information space. The main goal of the conference is to create an interdisciplinary platform for discussing the legal aspects of cyber defence, improving national legislation in the field of information and cyber security, and adapting Ukrainian regulations to international standards and practices, in particular those of the EU and NATO. Considerable attention is paid to the analysis of key issues of law enforcement, the effectiveness of existing incident response procedures, and the harmonisation of legal approaches to combating cybercrime and protecting critical information infrastructure. The organisational part of the conference covers issues related to building a national cyber defence system, developing coordination centres, enhancing the role of law enforcement agencies, and introducing systems for monitoring, risk management and rapid response to cyber attacks. Particular emphasis is placed on the implementation of modern digital technologies, including artificial intelligence, machine learning and video analytics tools that improve the effectiveness of cyber incident detection and prevention. The conference also serves as a platform for discussing the importance of training personnel, developing cyber education, forming a culture of information hygiene among citizens, and raising the level of cyber awareness in government agencies and business structures. Considerable attention is paid to expanding international cooperation, strengthening public-private partnerships, and drawing on global experience in the field of cyber resilience. The materials presented at the conference contain the results of scientific research, practical recommendations, and comprehensive proposals for the development of an effective, coordinated, and flexible cybersecurity system in Ukraine, capable of ensuring reliable protection of the digital space in the context of modern security threats and technological changes.
