Анотація
Стаття присвячена вивченню зарубіжної практики публічної участі у боротьбі з кримінальними правопорушеннями. Висвітлено досвід США, Німеччини, Великої Британії, Китаю, Канади та ін. країн, виявлено переваги громадської діяльності в даній сфері. Звернено увагу на найпоширеніші форми участі громадськості за кордоном – патрулювання; надання інформації про злочинців або факти вчинених правопорушень; участь в антикорупційних заходах; допомога в ресоціалізації правопорушників; надання допомоги потерпілим; посилення безпеки власного майна; участь в інформаційних антикриміногенних заходах.
Таким чином, окреслені переваги залучення громадськості до запобігання злочинності, виходячи із зарубіжної практики в цій сфері, можна поділити на дві групи: основні та додаткові. Основними перевагами є: зменшення злочинності і правопорушень; підвищення безпеки районах міст; зниження страху громадян перед злочинністю; посилення сервісної функції в органах поліції щодо жителів територіальних громад; покращення партнерства поліції з громадою. Додаткові переваги надають такі види діяльності: поглиблення демократизації суспільства; змінення психології місцевих жителів у напрямі зміцнення почуття єдності, толерантності, ввічливості та соціальної відповідальності; збільшення довіри громадян до поліції. На сьогодні цей показник використовується і в нашій державі, відповідно до Закону України «Про Національну поліцію» від 2015 р., пропонується оцінити ступінь ефективності роботи поліції громадянам.
The article is devoted to the study of foreign practice of public involvement in combating criminal offenses. The experience of the USA, Germany, Great Britain, China, Canada is considered and the advantages of such public activity are revealed. Attention is paid to the most common forms of public participation abroad - patrolling; providing information about criminals or facts of committed crimes; participation in anti-corruption measures; assistance in resocialization of offenders; providing assistance to victims of crime; strengthening the security of own property; participation in information anticriminogenic measures. Thus, regarding the benefits of public involvement in crime prevention, based on foreign practice in this area, they can be divided into two groups: basic and additional. The main advantages are: reduction of crime and delinquency; improving security in relevant areas of cities; reducing citizens' fear of crime; strengthening the service function of police bodies in relation to residents of territorial communities; improving police partnerships with the public. Additional advantages of such activities are: deepening the democratization of society; changing the psychology of local residents in the direction of strengthening the sense of unity, tolerance, courtesy and social responsibility; increasing citizens’ trust in the police. By the way, according to the latest indicator, according to the Law of Ukraine "On the National Police" of 2015, it is proposed to assess the degree of efficiency of the police in our country.
