Анотація
Modern domestic society is radically different from previous epochs, because the basic value is
recognized by Man, his life, health, honor, dignity, inviolability and other rights, freedoms and legitimate interests
of non-governmental individuals and legal entities. In order to ensure these virtues, the public apparatus
objectively functions, the top of which, in terms of efficiency, are law enforcement agencies that must protect
citizens from the most important types of danger. And part of this apparatus are district police officers, and now
they want to add another component to them, "police communities." This fact is an important step in building the
rule of law. prevention, detection, disclosure and termination of offenses; provision of administrative services.
Among the problems addressed by the people of Ukraine, one of the most pressing is the issue of human and civil
rights, and district police officers and police communities protect these rights directly on the ground. Together
with state authorities and local self-government bodies, district police officers and police communities are obliged
to act only on the basis, within the powers and in the manner prescribed by the Constitution and laws of Ukraine.
Ukraine’s European integration obliges our state to ensure the effective functioning of institutions that will
guarantee the rule of law, respect for human and civil rights and freedoms, and their effective protection. For
example, the precinct officer was not always in the territorial communities. The police community also has
solidarity funding. That is, the community partially covers the costs associated with its work. Accordingly, this
officer is accountable to this community, but reports to the top management of the National Police. The police
commission is responsible for the competitive selection of applicants. Сучасне вітчизняне суспільство докорінно відрізняється від попередніх епох,
оскільки основноню ціннісно визнає саме Людину, її життя, здоров'я, честь, гіднісність,
недоторканність та інші права, свободи та законні інтереси невладнних фізичних та юридичних
людина. З метою забезпенчення вказівкою чеснот об'єктивно функціонує публічний апарат,
вершиноню якого, з точки зору ефективності діяльності, є правоохоронні органи,
що мають здійснені захист громадян від найбільш значних видів небезпеки. А
складовою цього апарату є дильничні офіцери поліції, а тепер до них хочуть додати ще
одну складову «поліцейські громадин». Цей факт є важливим кроком у будівництві.

Серед проблем, які розв'язує народ України, однією з найгостріших є проблемна
здійснення прав людини і громадянина, а дільничні офіцери поліції та поліцейнські громади.
здійснюнють захист цих прав безпосередньо на місцях. Разом з органами державної влади і
органи місцевого самовряндування, дильничні офіцери поліції та поліцейнські громади зобов'язані
діяти тільки на підставні, в межах повнованжень та у спосіб, передбачений Конституцією
та законамни України. Європейська інтеграція України зобов'язує нашу державу забезпечувати
ефективне функціонування інститунтив, які гарантуватимуть верховенство права,
дотримання прав і свобод людини і громадянина, їх ефективний захист.
