Анотація
Modern domestiнc society is fundameнntally differeнnt from previouнs eras in that it recogniнzes the
main value of the Person, his life, health, honor, dignity, inviolaнbility and other rights, freedomнs and legitimнate
interesнts of non-governmental individнuals and legal entitieнs. In order to ensure these virtues, there is an
objectiнvely functioнning public apparatнus, the pinnaclнe of which, in terms of efficieнncy, are law
enforceнment agencieнs, which should protect citizenнs from the most signifiнcant types of danger. Law
enforceнment activitнies of the state are a leading guarantнee of the principнle of rule of law and are
implemeнnted through a system of law enforceнment agencieнs, which are directlнy entrustнed with the
functioнns of ensurinнg the rights and freedomнs of the person and citizen from the greatesнt types of danger,
protectнion of public order; preventнion, detectiнon, disclosнure and terminaнtion of offenseнs; provisiнon of
adminisнtrative serviceнs. Among the problems solved by the people of Ukraine, one of the most pressing is the
problem of human and civil rights. In order to fully realize the rights, freedoms and responsibilities of man and
citizen, you need to know them and be able to protect them. Article 19 of the Constitution of the legal order in
Ukraine is based on the principles according to which no one can be forced to do what is not provided by law.
Public authorities and local governments, their officials are obliged to act only on the basis, within the powers and
in the manner prescribed by the Constitution and laws of Ukraine.The Europeaнn integraнtion of Ukraine obliges
our country to ensure the effectiнve functioнning of instituнtions that will guarantнee the rule of law, respect for
the rights and freedomнs of man and the public, and their effectiнve protectнion. One of these tasks is to create the
Ministrнy of Internaнl Affairs of Ukraine as a civiliaнn body of the Europeaнn model.
