Анотація
Qualitative guarantee of public order protection becomes especially important in connection with the
implementation of reforms in Ukraine in the field of internal affairs and in the field of local self-government.
Within the framework of decentralization of power and reform of local self-government, there is a need to
strengthen the role of local self-government bodies in ensuring public order, which is essential for the normal
existence of civil society and the functioning of all its structures (social, political, cultural, etc.). Carrying out the
functions of public order protection, local governments within the territorial community work closely with law
enforcement agencies to perform the following tasks: organization of crime prevention, prevention of public order
violations, mitigation of criminogenic factors, improving road discipline, taking necessary measures in
emergencies ensuring public safety and order, resolving issues of demonstrations and other mass events, etc. To
date, the law regulating the organization and operation of local police has not been adopted, and there are many
comments on the draft regulations. As the law regulating the activities of the local police has not been adopted so
far, today the main tasks in the field of public order protection within the relevant territorial community are
performed by the National Police in cooperation with the public. It is stated that the study of the problem of
ensuring the protection of public order in territorial communities has an important strategic direction for the
functioning and development of the rule of law.
