Анотація
У статті досліджуються теоретичні та імперативні аспекти організації і здійснення
взаємодії підрозділів Національної поліції та Держприкордонслужби у сфері забезпе-
чення національної безпеки на державному кордоні.
Встановлено, що підтримання публічної безпеки та публічного порядку є однією
з складових забезпечення національної безпеки у прикордонному просторі.
Визначено роль та місце Національної поліції та Держприкордонслужби в системі
забезпечення правопорядку у прикордонному просторі.
Здійснено теоретичне дослідження понять категорій «державний кордон», «наці-
ональна безпека», «прикордонна безпека», «прикордонний простір», «взаємодія»
і «організація взаємодії». Було розглянуто та проаналізоно погляди науковців на зміст
наведених наукових категорій.
Охарактеризовані принципи, методи і форми взаємодії Національної поліції
з підрозділами Держприкордонслужби у процесі забезпечення національної безпеки
на державному кордоні.
З’ясовано, що взаємодія Національної поліції з підрозділами Держприкордон-
служби будується на основі нормативного визначення їх функціональних повнова-
жень, суворого дотримання їх організаційних можливостей, чіткого «розподілу ком-
петенцій» між ними.
Проаналізовано зміст нормативно-правових актів, які забезпечують врегулювання
процесу організації та здійснення взаємодії територіальних органів Національної
поліції з підрозділами Держприкордонслужби.
Розглянуто зміст процесу взаємодії Національної поліції з підрозділами Держпри-
кордонслужби, під яким варто розуміти спільну взаємоузгоджену діяльність їх підроз-
ділів, яка спрямована на досягнення спільної мети – забезпечення належного захисту
прав і свобод людини, публічної безпеки і порядку, дотримання законності, протидії
злочинності у прикордонному просторі та забезпечення національної безпеки.
Встановлено, що ефективна взаємодія територіальних підрозділів Національної
поліції з підрозділами Держприкордонслужби в механізмі забезпечення національної
безпеки на державному кордоні сприяє його зміцненню, а результативність діяльності
і злагодженість такої взаємодії зумовлюють якісний стан публічної безпеки і порядку
та покращують ефективність їх забезпечення у прикордонному просторі. The article examines the theoretical and imperative aspects of the organization
and implementation of cooperation between the units of the National Police and the State
Border Service in the field of ensuring national security at the state border.
It has been established that maintaining public security and public order is one
of the components of ensuring national security in the border area.
The role and place of the National Police and the State Border Service in the system
of ensuring law and order in the border area have been defined.
A theoretical study of the concepts of the categories “state border”, “national security”,
“border security”, “border space”, “interaction” and “organization of interaction” was
carried out. The views of scientists on the content of the above scientific categories were
considered and analyzed.
The principles, methods and forms of interaction of the National Police with units
of the State Border Service in the process of ensuring national security at the state border
are characterized.
It was found that the interaction of the National Police with units of the State Border
Service is based on the normative definition of their functional powers, strict adherence to
their organizational capabilities, and a clear “distribution of competences” between them.
The content of normative legal acts, which ensure regulation of the process of organization
and interaction of territorial bodies of the National Police with units of the State Border
Service, has been analyzed.
The content of the interaction process of the National Police with the units of the State
Border Service is considered, which should be understood as the joint coordinated activity
of their units, which is aimed at achieving a common goal – ensuring the proper protection
of human rights and freedoms, public safety and order, compliance with the law, combating
crime in the border area and ensuring of national security.
It was established that the effective interaction of the territorial units of the National Police
with the units of the State Border Service in the mechanism of ensuring national security
at the state border contributes to its strengthening, and the effectiveness and coherence of such
interaction determine the quality of public security and order and improve the effectiveness
of their provision in the border area.
