ЯКІСНИЙ КОНТРОЛЬ ЗА ДІЯЛЬНІСТЮ НАЦІОНАЛЬНОЇ ПОЛІЦІЇ УКРАЇНИ ЯК ВИМОГА ТА УМОВА УСПІШНОГО ПРОЦЕСУ ЄВРОІНТЕГРАЦІЇ УКРАЇНИ

Анотація
В публічному адмініструванні контроль, як засіб забезпечення законності і дисципліни, виступає у якості самостійної функції процесу публічного
адміністрування та одного з елементів організації виконання рішень. В статті підкреслено специфіку контролю, яка проявляється у присутності останнього у будь-якій керованій системі. Визначено, що мета контролю за діяльністю поліції полягає в тому, щоб запобігти та не допустити незаконних дій (бездіяльності) контрольованих суб’єктів, попередити можливі відхилення від основних цілей їх діяльності, встановити, проаналізувати та по можливості усунути умови та причини не правомірної діяльності. Розкрито значення контролю в соціальному управлінні, адже він служить важливою функцією публічного адміністрування, в специфічній сфері діяльності, пов’язаній із забезпеченням публічного порядку та безпеки та виступає в якості
закономірного й невід'ємного атрибуту державної влади. Контроль за діяльністю поліції є законна діяльність системи компетентних органів та їх представників щодо стримування протиправних відхилень в процесі реалізації положень нормативних правових актів поліцейськими. Діяльність Національної поліції України за високими демократичними стандартами держав із розвиненою системою ліберальних демократій є однією з найважливіших вимог та умов успішного процесу євроінтеграції України. Відповідно до Закону України «Про Національну поліцію», до завдань поліції
належать: забезпечення публічної безпеки і порядку, охорона прав і свобод людини, інтересів суспільства і держави, запобігання правопорушенням та ряд інших. Отже, поліцейських наділено відповідними повноваженнями для виконання поставлених перед поліцію завдань: застосовування заходів примусу до правопорушників, наприклад- спеціальних засобів та вогнепальної зброї тощо. Такий обсяг специфічних повноважень вимагає налагодження ефективного інструменту контролю щодо діяльності поліції. У той же час, що до основних завдань щодо контролю за діяльністю органів Національної поліції відносяться: забезпечення неухильного виконання законодавчих та підзаконних правових актів; своєчасного та якісного виконання управлінських рішень; підвищення загального рівня організаційної та оперативно-службової діяльності; своєчасне попередження, виявлення й усунення недоліків в роботі; вивчення та запровадження позитивного вітчизняного й зарубіжного досвіду; покращення дисципліни та відповідальності працівників поліції; професійне управління поліцейськими кадрами. The article emphasizes the specificity of control,
which is manifested in the presence of the latter in any
managed system. It was determined that the purpose
of monitoring police activities is to prevent and prevent
illegal actions (inaction) of controlled subjects, to
prevent possible deviations from the main goals of their
activities, to establish, analyze and, if possible, eliminate
the conditions and causes of illegal activities.
Control is a check of any activity, the compliance
of the object under control with the established
requirements, its compliance with the rules of conduct
established in regulatory legal acts.
The meaning of control in social management is
revealed, because it serves as an important function
of public administration, in a specific field of activity
related to ensuring public order and security, and acts as a natural and integral attribute of state power. Control over police activities is a legal activity
of the system of competent authorities and their
representatives to prevent illegal deviations in the process
of implementation of the provisions of normative legal
acts by the police.
The activity of the National Police of Ukraine in
accordance with the high democratic standards of states
with a developed system of liberal democracies is one
of the most important requirements and conditions for
the successful process of European integration of Ukraine.
According to the Law of Ukraine "On the National Police",
the tasks of the police include: ensuring public safety
and order, protection of human rights and freedoms,
interests of society and the state, prevention of offenses
and a number of others. Therefore, police officers are
given the appropriate powers to perform the tasks assigned
to the police: applying coercive measures to offenders,
for example, special means and firearms, etc. Such
a volume of specific powers requires the establishment
of an effective control tool over police activities.
At the same time, the main tasks of monitoring
the activities of the National Police bodies include: ensuring
the strict implementation of legislative and by-law
legal acts; timely and high-quality implementation
of management decisions; increasing the general level
of organizational and operational-service activity; timely
warning, detection and elimination of deficiencies in work;
study and implementation of positive domestic and foreign
experience; improvement of discipline and responsibility
of police officers; professional management of police
personnel.
Reforming the law enforcement system aims to create
a fundamentally new model of police for Ukrainian society:
with new principles of personnel formation, new principles
of organization of management of units and services,
modern standards of partnership with the public, improved
approaches to monitoring the activities of police units.
