Анотація
У даній науковій статті досліджено поняття
«управління проведенням спеціальних операцій»
органами та підрозділами МВС України та запропоновано його авторське визначення. З’ясовано ознаки
та особливості управління проведенням спеціальних
операцій.
Вважаємо, що управління в органах Національної
поліції охоплює серед іншого і управління проведенням спеціальних операцій органами та підрозділами
МВС України, маючи своєю метою виконання поставлених перед ними завдань у всіх вище зазначених сферах. Водночас, як і будь-яка спільна діяльність людей,
проведення спеціальних операцій органами та підрозділами МВС України, спрямована на охорону правопорядку в державі чи захист прав і свобод окремого
громадянина – викликає необхідність погодження,
координації, упорядкування і цілеспрямування індивідуальних та групових зусиль і волі, тобто відповідного управління.
Встановлено сутність управління проведенням
спеціальних операцій органами та підрозділами МВС
України, що полягає у цілеспрямованому впливі групи
оперативного управління на групи оперативного
шикування для досягнення поставленої мети, яка
визначається у типовому спеціальному оперативному плані, розробленому для конкретної спеціальної
операції.
Разом з тим, важливим моментом є те, що
управління спеціальними операціями відбувається
в особливих умовах, оскільки щоденна практична
діяльність органів Національної поліції, зокрема, під
час організації і проведенні спеціальних операцій має
багатогранний характер і завжди залежить від змін
конкретної ситуації.
Аналіз теоретичних поглядів вказаних науковців
дав можливість не тільки оцінити стан проблеми,
що досліджується, а також визначити коло питань,
які раніше не обиралися у якості предмету наукових досліджень. Відповідно відсутність самостійних
досліджень загальнотеоретичних засад визначення
поняття «управління проведенням спеціальних операцій», які проводять органи та підрозділи МВС України у складних сучасних умовах, а також особливостей і сутності зазначеного управління, негативно
відображається на розвитку теоретичних аспектів,
спрямованих на вдосконалення їх діяльності, а відтак – і на практичну реалізацію. This scientific article examines the concept
of "management of special operations" by bodies and units
of the Ministry of Internal Affairs of Ukraine and offers
its author's definition. The signs and peculiarities
of the management of special operations have been
clarified.
We believe that management in the bodies
of the National Police includes, among other things,
the management of special operations by the bodies
and divisions of the Ministry of Internal Affairs of Ukraine,
with the goal of fulfilling the tasks set before them in all
the above-mentioned areas. At the same time, like any
joint activity of people, the conduct of special operations
by bodies and units of the Ministry of Internal Affairs
of Ukraine, aimed at maintaining law and order in the state
or protecting the rights and freedoms of an individual
citizen, calls for agreement, coordination, ordering
and targeting of individual and group efforts and will, that
is, the appropriate management.
The essence of the management of special operations
by the bodies and divisions of the Ministry of Internal
Affairs of Ukraine has been established, which consists in
the purposeful influence of the operational management
group on the operational formation groups to achieve
the set goal, which is defined in a typical special operational
plan developed for a specific special operation.
At the same time, an important point is that
the management of special operations takes place in
special conditions, since the daily practical activity
of the National Police bodies, in particular, during
the organization and conduct of special operations, has a multifaceted nature and always depends on changes in
the specific situation.
The analysis of the theoretical views of the specified
scientists made it possible not only to assess the state
of the problem under investigation, but also to determine
the range of issues that were not previously chosen
as the subject of scientific research. Accordingly,
the lack of independent studies of the general
theoretical foundations of the definition of the concept
of "management of special operations", which are carried
out by the bodies and units of the Ministry of Internal
Affairs of Ukraine in complex modern conditions, as well
as the features and essence of the said management,
has a negative impact on the development of theoretical
aspects aimed at improving their activities, and therefore –
and for practical implementation.
