У науковій статті досліджено напрями та шляхи використання в Україні європейського досвіду організації діяльності й навчання поліцейських в Естонській Республіці. Висвітлено, на нашу думку, передові та перспективні напрями організації поліцейської діяльності в Естонії, які можна використовувати під час реформування Національної поліції України.
Розглянуто діяльність Департаменту поліції та прикордонної охорони Естонської Республіки та Академії безпекових наук, що у своїй діяльності орієнтуються на задоволення потреб громадян, які виступають клієнтами, замовниками послуг, що надає поліція. Служіння народу поставлено в центр діяльності правоохоронних органів Естонії.
В научной статье исследованы направления и пути использования в Украине европейского опыта в организации деятельности и обучения полицейских в Эстонской Республике. Освещены, по нашему мнению, передовые и перспективные направления организации полицейской деятельности в Эстонии, которые можно использовать при реформировании Национальной полиции Украины.
Рассмотренна деятельность Департамента полиции и пограничной охраны Эстонской Республики и Академии безопасности, которые в своей деятельности ориентируются на удовлетворение потребностей граждан, которые выступают в качестве клиентов, заказчиков услуг предоставляемых полицией. Служение народу поставлено в центр деятельности правоохранительных органов Эстонии.
In this scientific article the directions and ways of use of the European experience police officers in organization of activity and training police in the Republic of Estonia are investigated. In our opinion, the advanced and perspective directions of the organizations of police activity in Estonia which can be used in reforming Ukrainian National police are introduced.
We consider the activities of the Department of Police and the Border Guard of the Republic of Estonia and Security Academy, which in its activities are oriented to meet the needs of citizens who act as clients, customers of the services provided by the police. Service to the people is put at the centre of activity of the law enforcement agencies of Estonia.
Special attention requires the successful implementation of the divisions operational information, or the so-called emergency call centre "112".
In these centers, with the involvement of the police, rescue service and medical service (ambulance operators). They can at any time not only to answer phone calls and manage the work of structural subdivisions of the Department or division, but also to attract to the conference other services. For example, getting the message about committing a shooting in a public place of a statement from the police and border guard joins the conversation of the operator of the ambulance, which in parallel receives information about the incident and direct the work of ambulances.
Summing up the activities of the police and border guard of the Republic of Estonia and the Academy of security Sciences can be concluded in that their activities at the present stage, the approach which is based on the orientation of law enforcement agencies to meet the needs of people who are customers, consumers of services provided by the police. Service and satisfaction of human needs placed in the centre of activity of law enforcement bodies of Estonia.
