Анотація
Актуальність дослідження зумовлена законодав-
чою невизначеністю організації проведення оцінки
достовірності інформації в підрозділах Національної
поліції України, а також невключенням основних поло-
жень із цього питання в навчальні плани з підготовки
здобувачів вищої освіти правоохоронних спеціаль-
ностей. Стаття є дослідженням, у якому зроблена
спроба систематизації міжнародного й національ-
ного досвіду та вироблення єдиних критеріїв визна-
чення надійності джерела й достовірності інформації
у процесі проведення оцінки достовірності інформації
в українських реаліях.
Метою роботи є дослідження актуальних проблем
та вироблення єдиних критеріїв для організації про-
ведення оцінки достовірності інформації в підрозді-
лах правоохоронної сфери.
Для досягнення поставленої мети використано
низку наукових методів, а саме: теоретичний – для
вивчення й аналізу статистичної інформації та нау-
ково-методичної літератури, узагальнення інформа-
ції для визначення теоретико-методологічних основ
дослідження; логічний аналіз – для формулювання
основних понять і проведення класифікації; конкрет-
но-історичний – для демонстрації динаміки розвитку;
метод діалектики – для встановлення змісту й осо-
бливостей складових елементів; емпіричні методи –
для узагальнення досвіду.
Однією з проблем організації проведення оцінки
достовірності інформації в підрозділах Національної
поліції України є те, що в Україні законодавчо не вре-
гульовано процедуру такої діяльності, немає самого
механізму, не визначені критерії, за якими необ-
хідно здійснювати аналіз достовірності інформації,
а також не визначено коло суб’єктів, які за своїми
функціональними обов’язками повинні цим займа-
тися. При цьому поліцейські фактично займаються
зазначеною діяльністю, однак вона є невпорядкова-
ною, а отже, не досить ефективною. Тому вагомого
значення для аналітичного складника правоохорон-
ної діяльності набуває вироблення єдиних критеріїв
оцінки достовірності інформації в підрозділах пра-
воохоронної сфери. Констатовано, що основними
властивостями інформації під час її аналізу є відпо-
відність, достовірність, надійність, своєчасність,
актуальність, точність, повнота, об’єктивність.
Зроблено висновок, що оцінка достовірності інфор-
мації передбачає оцінювання джерела на надійність,
а змісту інформації – безпосередньо на достовірність.
Запропоновано прийняти позначення критеріїв надій-
ності джерела («А», «Б», «В», «Г»), критеріїв досто-
вірності інформації («1», «2», «3», «4») та критеріїв
оцінки приватності інформації («1», «2», «3», «4»).
Матеріали статті представляють навчаль-
но-практичну цінність для співробітників судових
і правоохоронних органів, а також для здобувачів
вищої освіти поліцейських спеціальностей. The relevance of the study is due to the legislative
uncertainty of the organization of the assessment
of the reliability of information in the units of the National
Police of Ukraine, as well as the lack of inclusion
of the main provisions on this issue in the training plans
of those seeking higher education in law enforcement
specialties. The article is a study in which an attempt was
made to systematize the international and national survey
and develop unified criteria for the reliability of the source
and the reliability of information in the process of assessing
the reliability of information in Ukrainian realities.
The purpose of the work is to research current
problems and develop unified criteria for the organization
of assessing the reliability of information in law
enforcement units.
To achieve the goal, a number of scientific methods
were used, namely: theoretical – for the study and analysis
of statistical information, scientific and methodological
literature, generalization of information to determine
the theoretical and methodological foundations
of research; logical analysis – for formulating basic concepts
and carrying out classification; concrete-historical – to
demonstrate the dynamics of development; dialectics -
to establish the content and features of the constituent
elements; empirical methods – for generalization
of experience. One of the problems of organizing the evaluation
of the reliability of information in the units of the National
Police of Ukraine is that in Ukraine the procedure for such
activity is not regulated by law, there is no mechanism
itself, the criteria by which the analysis of the reliability
of information must be carried out, and the circle of subjects
is not defined, who, according to their functional duties,
should be engaged in this. At the same time, police
officers are actually engaged in the specified activity,
but it is disorderly and, therefore, not effective enough.
Therefore, the development of uniform criteria for
assessing the reliability of information in law enforcement
units is of great importance for the analytical component
of law enforcement activities. It was established that
the main properties of information during its analysis are
relevance, reliability, reliability, timeliness, relevance,
accuracy, completeness, objectivity. It was concluded that
the assessment of the reliability of information involves
the assessment of the source for reliability, and the content
of the information – directly for reliability. It is proposed to
accept the designation of criteria of source reliability (“A”,
“B”, “C”, “D”), information reliability criteria (“1”, “2”,
“3”, “4”) and information privacy assessment criteria (“1”,
“2”, “3”, “4”).
The materials of the article represent educational
and practical value for employees of judicial and law
enforcement agencies, as well as for students of higher
education in police specialties.
