Анотація
Статтю присвячено розкриттю в конституційно-правовому аспекті децентралізованого підходу щодо організації державної влади як запоруки розвитку правової держави в Україні. The article is devoted to disclosure in the constitutional and legal aspects of a decentralized
approach to the organization of state power as a guarantee of the rule of law in Ukraine.
Characterized by an understanding of the process of decentralization of state power in accordance
with the requirements of the present, which will lead to its effective efficiency in solving
urgent problems of the society. It analyzed a number of constitutions of foreign countries,
where decentralization as an institution (category) of constitutionalism is diverse, divergent interpretations
and understanding embodied in the national constitutional arrangements. Reveals
the possible risks of imbalance in the process of decentralization between public authorities. It
was determined that the basis of constitutional and legal reforms in the sphere of public power
decentralization proper balance of powers shall be laid down, which are endowed with public
authorities and local governments, which will facilitate an expedient and efficient reallocation
of resources, provide adequate autonomy of communities in decision-making on ensuring their
solutions vital interests, which in turn will lead to socio-economic development in general and
the social and political peace in particular, at the same time eliminating the build-up of centrifugal
forces on the ground.
