dc.description.abstractУ статті розглянуто співпраця та координація між різними державними органами влади та громадянським суспільством. Визначено особливості реагування органів сектору безпеки і оборони на виклики та загрози пов’язані з процесом деокупації Авто- номної Республіки Крим та м. Севастополя. Обґрунтовано, що Стратегія має бути рамковим документом для розробки додаткових рішень з питань деокупації тимчасово окупо- ваної території Автономної Республіки Крим та м. Севастополя. Водночас поряд з загальним Планом її реалізації мають бути розроблені детальні плани дій кожного суб’єкта, який буде брати участь у реалізації Стратегії, щоб зменшити кількість суб’єктів, які мають інформа- цію про загальний план та комплекс заходів необхідних для реалізації Стратегії. Визначено, що з метою забезпечення дієвого підходу до вироблення державної політики у сфері деокупації тимчасово окупованої території Автономної Республіки Крим та м. Севастополя запропоновано створити в Україні організаційну раду, що об’єднає та взаємоуз- годжуватиме дії відповідальних державних органів влади та забезпечуватиме участь громадянського суспільства. Пропонується інституційна модель організації та впровадження політики деокупації Автономної Республіки Крим та м. Севастополя передбачає 3 основні блоки: політичний, структурний та функціональний. Політичний блок характеризується наявністю нормативно-пра- вового поля, в якому діють суб’єкти вироблення державної політики деокупації та ухваленими ними рішеннями. Структурний блок перед- бачає чітке визначення кола державних органів, які наділені повноваженнями у відповідній сфері та можуть брати участь у реалізації відповідних заходів з деокупації. Функціональний блок передбачає взаємодію усіх залучених інституцій та представників громадянського суспільства з метою чіткого виконання визначених завдань та досягнення поставлених цілей. Задля належної організації та координації цієї багатогранної системи запропановано створити Організаційну раду з питань деокупації тимчасово окупованої території Автономної Республіки Крим та м. Севастополя, як спільний консультативно-дорадчий орган Президента України, Верховної Ради України та Кабі- нету Міністрів України. The article examines cooperation and coordination between various state authorities and civil society. The peculiarities of the response of security and defense sector bodies to challenges and threats related to the process of deoccupation of the Autonomous Republic of Crimea and the city of Sevastopol have been determined. It is substantiated that the Strategy should be a framework document for the development of additional decisions on the deoccupation of the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol. At the same time, along with the general Plan for its implementation, detailed action plans for each subject that will participate in the implementation of the Strategy should be developed in order to reduce the number of subjects who have information about the general plan and the set of measures necessary for the implementation of the Strategy. The proposed institutional model of the organization and implementation of the policy of deoccupation of the Autonomous Republic of Crimea and the city of Sevastopol provides for 3 main blocks: political, structural and functional. The political bloc is characterized by the presence of a regulatory and legal field in which the subjects of the development of the state policy of de-occupation and the decisions made by them operate. The structural block provides for a clear definition of the range of state bodies that are empowered in the relevant field and can participate in the implementation of relevant de-occupation measures. The functional block involves the interaction of all involved institutions and representatives of civil society in order to clearly fulfill the defined tasks and achieve the set goals. For the proper organization and coordination of this multifaceted system, it is proposed to create an Organizational Council on Deoccupation of the Temporarily Occupied Territory of the Autonomous Republic of Crimea and the city of Sevastopol, as a joint consultative body of the President of Ukraine, the Verkhovna Rada of Ukraine, and the Cabinet of Ministers of Ukraine.uk_UA
