Анотація
The system of national security actors is being studied. The article considers the basics of ensuring the national
security of the state, which is the most important tool for preserving statehood, sovereignty and territorial integrity from the
encroachments of external enemies and their impact on the domestic political situation in the state.
The functional participation of public administration bodies in the field of national security and defense is defined, which
concerns public control in the relevant field and provides that citizens of Ukraine participate in civil control through public
associations of which they are members, through deputies of local councils, personally by appeal to the Commissioner for
Human Rights of the Verkhovna Rada of Ukraine or to state bodies in accordance with the procedure established by the
Constitution of Ukraine, the Law of Ukraine "On Public Associations" and other laws of Ukraine.
It is substantiated that the citizens of Ukraine through participation in elections, referendums and other forms of
direct democracy, as well as through public authorities and local governments, which they elect, pursue national
interests, voluntarily and in the performance of constitutional duties the legislation of Ukraine on ensuring its
national security; both directly and through associations of citizens draw the attention of public and state
institutions to dangerous phenomena and processes in various spheres of life of the country; protect their own
rights and interests, as well as their own security, in a lawful manner and by legal means.
It is proposed to create a real, legally defined, opportunity for citizens to exercise their right to personal
participation in ensuring the national security of the state.
It is determined that an important element of ensuring the national security of the state is a clear division of
functions and powers between all entities responsible for the implementation of appropriate measures, and
ensuring the effectiveness of their duties. Вивчається система суб'єктів національної безпеки. У статті розглядаються основи забезпечення національної безпеки держави, яка є найважливішим інструментом збереження державності, суверенітету та територіальної цілісності від зазіхань зовнішніх ворогів та їхнього впливу на внутрішньополітичну ситуацію в державі. Визначено функціональну участь органів державного управління у сфері національної безпеки та оборони, що стосується громадського контролю у відповідній сфері та передбачає участь громадян України у цивільному контролі через громадські об'єднання, членами яких є, через депутатів місцевих рад особисто шляхом звернення до Уповноваженого Верховної Ради України з прав людини або до державних органів у порядку, встановленому Конституцією України, Законом України "Про громадські об'єднання" та іншими законами України. Обґрунтовано, що громадяни України через участь у виборах, референдумах та інших формах безпосередньої демократії, а також через органи державної влади та органи місцевого самоврядування, які вони обирають, переслідують національні інтереси, добровільно та при виконанні конституційних обов'язків законодавство України щодо забезпечення своєї національної безпеки; як безпосередньо, так і через об'єднання громадян
звертати увагу громадських та державних установ на небезпечні явища та процеси у різних сферах життя країни; захищати свої права та інтереси, а також власну безпеку законним способом та законними засобами.Пропонується створити реальну, законодавчо закріплену можливість реалізації громадянами свого права на особисту участь у забезпеченні національної безпеки держави. Визначено, що важливим елементом забезпечення національної безпеки держави є чітке розмежування функцій та повноважень між усіма суб'єктами, відповідальними за реалізацію відповідних заходів, та забезпечення ефективності їхніх обов'язків.
