Анотація
На погляд автора роботи, на першочерговому етапі організації управління деокупованими територіями Автономної Республіки Крим та м. Севастополя потребує прийняття аналогічного закону, але з певною специфікою. Ураховуючи відсутність Ради міністрів Автономної Республіки Крим та фізичну неможливість створення військово-цивільної адміністрації за тим же принципом, що й у Донецькій та Луганській областях вважається доречним створити таку адміністрацію без прив’язки до місцевої влади та єдину для всієї тимчасово окупованої території чи деокупованої території Кримського півострова зі створенням, за необхідності територіальних, підрозділів. Це дозволить на деякий час відтермінувати вирішення політичних суперечок щодо майбутнього статусу Автономної Республіки Крим та м. Севастополя, як адміністративно-територіальних одиниць України та згуртувати зусилля заради спільної мети – відновлення територіальної цілісності та суверенітету України в Криму. In the opinion of the author of the work, at the first priority stage of organizing the management of the de-occupied territories of the Autonomous Republic of Crimea and the city of Sevastopol, it is necessary to adopt a similar law, but with certain specifics. Considering the absence of the Council of Ministers of the Autonomous Republic of Crimea and the physical impossibility of creating a military-civilian administration on the same principle as in the Donetsk and Luhansk regions, it is considered appropriate to create such an administration without ties to local authorities and one for the entire temporarily occupied or de-occupied territory of Crimea peninsula with the creation, if necessary, of territorial subdivisions. This will allow for some time to postpone the resolution of political disputes regarding the future status of the Autonomous Republic of Crimea and the city of Sevastopol as administrative-territorial units of Ukraine and to unite efforts for the common goal of restoring the territorial integrity and sovereignty of Ukraine in Crimea.
