| dc.description.abstract | У статті наведенокороткий історико-правовий нарис формування та організації діяльності військ внутрішнього призначення в Україні. Розглядається нормативно-правова база їх функціонування, підкреслюється необхідність взаємодії з іншими державними структурами, що виконують правоохоронні та військові функції. Підкреслюється, що в умовах проведення АТО особливим завданням Національної гвардії України сьогодні є відсіч збройній агресії проти України та ліквідація збройного конфлікту шляхом ведення воєнних (бойових) дій. Надаються пропозиції щодо вдосконалення організаційно-правових аспектів діяльності Національної гвардії України з метою належного забезпечення внутрішньої безпеки держави. В статье проведен краткий историко-правовой очерк формирования и организации деятельности войск внутреннего предназначения в Украине. Рассматривается нормативно-правовая база их функционирования, подчеркивается необходимость взаимодействия с другими государственными структурами, которые выполняют правоохранительные и военные функции. Подчеркивается, что в условиях проведения АТО особой задачей Национальной гвардии Украины сегодня является отпор вооруженной агрессии против Украины и ликвидация вооруженного конфликта путем ведения боевых действий. Даются предложения относительно усовершенствования организационно-правовых аспектов деятельности Национальной гвардии Украины с целью необходимого обеспечения внутренней безопасности государства. The historical and legal sketch of formation and the organization of activity of troops of internal mission in Ukraine is considered in the article. The standard and legal base of their functioning is considered, need of interaction with other government institutions which carry out law-enforcement and military functions is emphasized. The offers concerning improvement of organizational and legal aspects of activity of National guard of Ukraine for the purpose of necessary providing internal security of the state are given. The problem of military safety is one of the priority in Ukraine for today. The armed forming of army type which decides constabulary tasks plays an important role in the process of providing of national safety of the world states and its constituent of military safety. In Ukraine till recently it carried the name of internal troops of Ministry of internal affairs. Today internal troops picked up thread the name which was fastened earlier − it's the National guard of Ukraine. The cardinal changes which took place in the state lately put society before the necessity of review of development of the Ukrainian state system, a ponderable role in becoming of which was occupied by the internal troops of MVS of Ukraine. The ideological settings of past years resulted in the distorted reflection of actual way of origin of state structures. It belongs and to the internal troops as important instrument of domestic policy. The National guard today are on the stage of radical reformation which relates directly both to reformation of the system of Ministry of internal affairs and Departments of defense of Ukraine. The history of internal troops is inalienable component part of history both law-enforcement system and military organization of Ukraine. The lead through of modern soldiery reforms in Ukraine requires a clear location of the National guard in the system of state mechanism, it is impossible without an awareness in general of the primary setting of this special variety of military forces. The necessity of creation of the armed forming of army type, which decides and constabulary tasks and provides internal safety of the state is historically the appropriate phenomenon. Today the National guard of Ukraine is the important and influential state forming with soldiery and law-enforcement functions, which makes basis of institute of internal safety of our state. By priority there must be a law-enforcement function, but in the conditions of counteraction external aggression exactly the National guard in co-operation with ZSU carry out National household troops in co-operation from armed forces carry out a decisive rebuff an enemy today. As a result of the conducted state measures and not without the considerable help of volunteer motion internal troops in a new reincarnation in quality the National guard of Ukraine became more mobile, compact, equipped the newest standards of armament, military equipment and equipment, including the Ukrainian production. | uk_UA |
