Анотація
Метою статті є встановити роль та місце підрозділів ювенальної превенції Наці-
ональної поліції України в системі органів публічного адміністрування в умовах
воєнного стану. Автор деталізував напрямки діяльності ювенальної превенції для
вирішення стратегічних завдань з урахуванням актуальних факторів впливу під час
воєнного стану.
Встановлено, що підрозділи ювенальної превенції є суб’єктом публічного адміні-
стрування оскільки їх діяльність спрямована на виконання законів та інших підза-
конних нормативно-правових актів шляхом прийняття рішень та надання в межах
компетенції послуг.
Зроблені висновки та надані пропозиції щодо удосконалення поліцейської діяль-
ності підрозділів ювенальної превенції в напрямку захисту прав та свобод дітей в умо-
вах воєнного стану, як прояв механізму захисту публічного адміністрування. Серед
останніх запропоновано зобов’язати працівників ювенальної превенції проходити
курси щодо надання першої психологічної допомоги та у подальшому надавати пси-
хологічну підтримку; для вирішення глобальної проблеми пов’язаної з залученням
дітей у збройні конфлікти міжнародній спільноті необхідно застосовувати ще більш
суворі санкції до країни агресора, що у подальшому зможе знизити участь дітей
у збройних конфліктах; забезпечення безпеки під час освітнього процесу; профе-
сійно вдосконалювати знання шляхом систематичних занять на курсах підвищення
кваліфікації поліцейських; приймати участь у тренінгових заняттях, що дасть змогу
практично відтворити теоретичні знання з захисту прав людини підрозділами юве-
нальної превенції Національної поліції України в умовах воєнного стану. The purpose of the article is to establish the role and place of juvenile prevention units
of the National Police of Ukraine in the system of public administration bodies under martial law. The author detailed the directions of juvenile prevention activities for solving strategic
tasks, taking into account the actual factors of influence during martial law.
It has been established that the units of juvenile prevention are subjects of public
administration because their activities are aimed at the implementation of laws and other
subordinate legal acts by making decisions and providing services within their competence.
Conclusions were made and suggestions were made regarding the improvement
of the police activity of juvenile prevention units in the direction of protecting the rights
and freedoms of children under martial law, as a manifestation of the public administration
protection mechanism. Among the latter, it is proposed to oblige juvenile prevention workers
to take courses on providing psychological first aid and to provide psychological support
in the future; in order to solve the global problem related to the involvement of children
in armed conflicts, the international community needs to apply even stricter sanctions to
the aggressor country, which in the future will be able to reduce the participation of children
in armed conflicts; ensuring safety during the educational process; to professionally improve
knowledge through systematic classes at training courses for police officers; to take part in
training classes, which will make it possible to practically reproduce theoretical knowledge
on the protection of human rights by the juvenile prevention units of the National Police
of Ukraine under martial law.
