Анотація
Робота присвячена дослідженню актуальних
питань застосування методів публічного адміністру-
вання умовах побудови демократичної держави.
У статті обґрунтовано актуальність обраної
теми та був проведений загальний аналіз досліджень
з даної тематики.
Метою статті є дослідження сутності методів
публічного адміністрування їх видів та особливостей
застосування умовах побудови демократичної дер-
жави. Визначена мета зумовила постановку й розв’я-
зання таких завдань: дослідити теоретичний зміст
наукових категорій «публічне адміністрування»,
«методи публічного адміністрування» та розглянути
механізм їх застосування в Україні, проаналізувати
сутність основних видів методів публічного адмі-
ністрування; визначити особливості застосування
методів публічного адміністрування у сучасних умо-
вах розвитку держави.
У статті був досліджений зміст теоретичних
положень наукових категорій «публічне управління»,
«публічне адміністрування», «методи управління»,
«методи публічного адміністрування» а також про-
ведений їх порівняльний аналіз.
Надано авторське розуміння поняття публічного
адміністрування як цілеспрямованої та упорядкова-
ної взаємодії публічних адміністрацій з юридичними
та фізичними особами щодо забезпечення реалізації
законів та підзаконних актів, шляхом прийняття
адміністративних рішень та надання встановлених
законами адміністративних послуг.
Досліджено зміст основних видів методів публіч-
ного управління та адміністрування державою в сучас-
них умовах розвитку суспільства. Визначено меха-
нізм обирання суб’єктом управління певного методу
адміністрування в залежності від мети, визначених
завдань та наявних умов управлінського процесу.
Визначені відмінності між методами публічного
адміністрування та методами правового регулю-
вання. Досліджені особливості застосування окремих
методів публічного адміністрування в умовах побу-
дови демократичної держави.
Надано авторське визначення поняття методів
адміністрування як сукупності певних способів прак-
тичного виконання суб’єктами публічної адміністра-
ції своїх адміністративних зобов’язань, які відпові-
дають характеру й обсягу наданої їм компетенції
та повноважень.
Обґрунтовано думку, що практичне застосування
методу переконання відбувається завдяки викорис-
танню конкретних форм, під якими можливо розу-
міти перелік засобів впливу на свідомість та пове-
дінку особи з метою формування у неї усвідомлення
доцільності та необхідності виконувати загально-
обов’язкові нормативні приписи та суспільні вимоги.
Обґрунтовано авторське бачення щодо покра-
щення механізму вибору та застосування мето-
дів публічного адміністрування в сучасних процесах
управління державою та суспільством. The work is devoted to the study of topical issues
of the application of public administration methods to
the conditions of building a democratic state.
The article substantiates the relevance of the chosen
topic and conducted a general analysis of research on this
topic.
The purpose of the article is to study the essence
of the methods of public administration, their types
and the peculiarities of their application in the conditions
of building a democratic state. The defined goal led to
setting and solving the following tasks: to investigate
the theoretical content of the scientific categories “public
administration”, “methods of public administration” and to
consider the mechanism of their application in Ukraine,
to analyze the essence of the main types of methods
of public administration; to determine the peculiarities
of the application of public administration methods in
modern conditions of state development.
The article examined the content of the theoretical
provisions of the scientific categories “public
management”, “public administration”, “management methods”, “public administration methods” and also
carried out their comparative analysis.
The author’s understanding of the concept
of public administration is provided as a purposeful
and orderly interaction of public administrations with
legal entities and individuals to ensure the implementation
of laws and by-laws, by making administrative decisions
and providing administrative services established by law.
The content of the main types of methods of public
management and administration of the state in modern
conditions of the development of society is studied. The
mechanism of choosing a certain method of administration
by the subject of management is defined, depending
on the goal, defined tasks and existing conditions
of the management process.
Differences between methods of public administration
and methods of legal regulation are defined. Peculiarities
of the application of certain methods of public
administration in the conditions of building a democratic
state are studied.
The author’s definition of the concept of administration
methods is provided as a set of certain methods of practical
performance by subjects of public administration of their
administrative obligations, which correspond to the nature
and scope of the competence and powers granted to them.
The opinion is substantiated that the practical
application of the persuasion method takes place
thanks to the use of specific forms, under which it is
possible to understand the list of means of influencing
the consciousness and behavior of a person in order
to make him aware of the expediency and the need to
comply with universally binding normative prescriptions
and social requirements.
The author’s vision regarding the improvement
of the mechanism of selection and application of public
administration methods in modern state and society
management processes is substantiated.
