Анотація
В статті на основі аналізу теоретичних засад
та нормативно-правової бази, що регламентує службово-бойову діяльність сил сектору безпеки та оборони України розглянуто об’єкт, предмет та основні
завдання дослідження взаємодія Національної поліції
з Національною гвардією України під час виконання
службово-бойових завдань в умовах воєнного стану.
Метою наукової статті визначено обґрунтування
необхідності дослідження сукупності суспільних
відносин, які виникають під час виконання поліцейськими та військовослужбовцями Національної гвардії
України службово-бойової завдань та полягає у всебічному розкритті сутності та особливостей взаємодії
Національної поліції з Національною гвардією України
в умовах воєнного стану, розробці конкретних практичних рекомендацій, науково обґрунтованих пропозицій щодо вдосконалення чинного законодавства
та практики його застосування.
Для досягнення поставленої мети запропоновано
вирішити такі основні завдання: обґрунтування
необхідності дослідження загальнотеоретичних
та правових засад службово-бойової діяльності Національної поліції України в умовах воєнного стану;
обґрунтування необхідності дослідження організаційно-тактичних засад взаємодії Національної поліції
з Національною гвардією України під час виконання
службово-бойових завдань в умовах воєнного стану;
обґрунтування необхідності дослідження основних
пріоритетних напрямків удосконалення взаємодії
Національної поліції з Національною гвардією України
в умовах воєнного стану.
Резюмовано, що відповідно до поставленої мети
і визначених завдань вбачається необхідним та на
часі в рамках наукової спеціальності 081 – Право (спеціалізація 21.07.05 – службово-бойова діяльність сил
охорони правопорядку) проведення на монографічному рівні наукового дослідження взаємодії Національної поліції з Національною гвардією України під
час виконання службово-бойових завдань в умовах
воєнного стану.
Зважаючи на генезис та динаміку оперативно-службових та службово-бойових завдань, які ставляться перед органами та підрозділами Національної
поліції України та військовими частинами Національної гвардії України в умовах широкомасштабного
вторгнення російської федерації, необхідність нормативного врегулювання та визначення категорійного
апарату теорії службово-бойової діяльності, понять
та видів службово-бойових завдань в окремих режимах забезпечення національної безпеки України, правової характеристики режимів функціонування сектору
безпеки та оборони України в умовах забезпечення
національної безпеки України вбачається необхідність дослідження загальнотеоретичних та правових засад службово-бойової діяльності Національної
поліції України в умовах воєнного стану.
З метою належного забезпечення виконання службово-бойових завдань за призначенням органами
та підрозділами Національної поліції України у взаємодії з іншими складовими сектору безпеки та оборони України в умовах відсічі і стримування збройної
агресії, широкомасштабного вторгнення російської
федерації, організації стабілізаційних заходів на
деокупованих територіях, забезпечення психологічної стійкості та вмотивованості кожного поліцейського, бойового духу підрозділу виникла гостра
необхідність дослідження організаційно-тактичних
засад взаємодії Національної поліції з Національною
гвардією України під час виконання службово-бойових
завдань загалом та визначення і класифікація операційних форм та методів службово-бойової діяльності
Національної поліції в умовах воєнного стану, організації всебічного забезпечення службово-бойової діяльності Національної поліції у складі угрупувань сил оборони, взаємодії Національної поліції з Національною
гвардією України в тиловій зоні місць ведення активних бойових дій та під час проведення стабілізаційних
заходів на деокупованих територіях, особливостей
професійного добору, навчання та професійної підготовки особового складу Національної поліції для виконання поставлених завдань в умовах воєнного стану.
В умовах широкомасштабного вторгнення російської федерації, реформування системи забезпечення національної безпеки та системи сил охорони правопорядку, інтеграції безпекових та оборонних інституцій до стандартів Північноатлантичного альянсу,
а правової системи до стандартів Європейського
союзу виникла необхідність дослідження взаємодії
Національної поліції з Національною гвардією України
під час виконання службово-бойових завдань в умовах
воєнного стану.
А, отже дослідження сукупності суспільних відносин, які виникають під час виконання поліцейськими
та військовослужбовцями Національної гвардії України службово-бойової завдань, що полягає у всебічному розкритті сутності та особливостей взаємодії
Національної поліції з Національною гвардією України
в умовах воєнного стану, розробці конкретних практичних рекомендацій, науково обґрунтованих пропозицій щодо вдосконалення чинного законодавства
та практики його застосування є на часі, актуальним
та необхідним як для теорії службово-бойової діяльності, так і в практичній діяльності органів та підрозділів Національної поліції України. The article, based on the analysis of the theoretical
foundations and legal framework regulating the servicecombat activity of the forces of the security and defense
sector of Ukraine, considers the object, subject and main
tasks of the study of the interaction of the National
Police with the National Guard of Ukraine during
the performance of service-combat tasks in conditions
of martial law.
The purpose of the scientific article is to justify
the need to study the set of social relations that arise
during the performance of official and combat tasks by
police officers and military personnel of the National
Guard of Ukraine and consists in the comprehensive
disclosure of the essence and features of the interaction
of the National Police with the National Guard of Ukraine in
the conditions of martial law, the development of specific
practical recommendations, scientifically based proposals
for improving the current legislation and the practice
of its application.
In order to achieve the set goal, it is proposed
to solve the following main tasks: substantiation
of the need to research the general theoretical and legal
bases of the service-combat activities of the National
Police of Ukraine under martial law; substantiation
of the need to study the organizational and tactical
principles of the interaction of the National Police with
the National Guard of Ukraine during the performance
of official and combat tasks under martial law;
substantiation of the need to study the main priority
directions for improving the interaction of the National
Police with the National Guard of Ukraine under martial
law conditions.
It is summarized that, in accordance with the set goal
and defined tasks, it is considered necessary and timely
within the framework of scientific specialty 081 – Law
(specialization 21.07.05 – service and combat activity
of law enforcement forces) to conduct a monographic
scientific study of the interaction of the National Police
with the National Guard of Ukraine under time of service
and combat missions under martial law conditions.
Taking into account the genesis and dynamics
of operational-service and service-combat tasks, which
are presented to the bodies and units of the National
Police of Ukraine and military units of the National Guard
of Ukraine in the conditions of a large-scale invasion
of the Russian Federation, the need for regulatory
regulation and definition of the categorical apparatus
of the theory of service-combat activity, concepts
and types of service-combat tasks in separate modes
of ensuring the national security of Ukraine, the legal
characteristics of the modes of operation of the security
and defense sector of Ukraine in the conditions of ensuring
the national security of Ukraine, the need to study
the general theoretical and legal bases of the servicecombat activity of the National Police of Ukraine under
martial law is seen.
In order to properly ensure the performance of official
and combat tasks as assigned by the bodies and units
of the National Police of Ukraine in cooperation with other
components of the security and defense sector of Ukraine
in the conditions of deterring and countering the largescale invasion of the Russian Federation, organizing
stabilization measures in the de-occupied territories,
ensuring the psychological stability and motivation
of everyone police, fighting spirit of the unit, there was
an urgent need to study the organizational and tactical
principles of the interaction of the National Police with
the National Guard of Ukraine during the performance
of service-combat tasks in general and to define
and classify operational forms and methods of servicecombat activity of the National Police in conditions
of martial law, organization of comprehensive support
service-combat activities of the National Police as part
of defense forces groups, the interaction of the National
Police with the National Guard of Ukraine in the rear zone
of the places of active hostilities and during stabilization
measures in the de-occupied territories, the peculiarities
of professional selection, training and professional
training of the personnel of the National Police for
performance of assigned tasks under martial law
conditions. In the conditions of the large-scale invasion of the Russian
Federation, the reform of the system of ensuring national
security and the system of law enforcement forces,
the integration of security and defense institutions to
the standards of the North Atlantic Alliance, and the legal
system to the standards of the European Union, there was
a need to study the interaction of the National Police with
the National Guard of Ukraine during the performance
of official combat missions under martial law conditions.
And, therefore, the study of the totality
of social relations that arise during the performance
of official and combat tasks by police officers and soldiers
of the National Guard of Ukraine, which consists in
comprehensively revealing the essence and features
of the interaction of the National Police with the National
Guard of Ukraine under martial law, the development
of specific practical recommendations, scientifically
of substantiated proposals for improvement of the current
legislation and the practice of its application is timely,
relevant and necessary both for the theory of servicecombat activity and in the practical activity of the bodies
and units of the National Police of Ukraine.
