Анотація
У статті досліджуються теоретичні та імперативні аспекти організації і здійснення взаємодії територіальних підрозділів Національної поліції з органами місцевого самоврядування та громадськими формуваннями у сфері забезпечення публічної безпеки і порядку в Україні. Встановлено, що забезпечення публічної безпеки та публічного порядку є однією з найважливіших функцій держави та її правоохоронних органів. Визначено роль та місце Національної поліції та органів місцевого самоврядування в системі забезпечення правопорядку в державі. Обґрунтовується, що для ефективного виконання завдань, які покладені на поліцію, Національна поліція України вступає у взаємодію з іншими державними органами, органами місцевого самоврядування, юридичними та фізичними особами. The article examines the theoretical and imperative aspects of the organization and implementation of the interaction of territorial divisions of the National Police with local self-government bodies and public formations in the sphere of ensuring public safety and order in Ukraine. It has been established that ensuring public safety and public order is one of the most important functions of the state and its law enforcement agencies. The role and place of the National Police and local self-government bodies in the law enforcement system and the state is defined. It is substantiated that in order to effectively perform the tasks assigned to the police, the National Police of Ukraine interacts with other state bodies, local self-government bodies, legal entities and individuals. A theoretical study of the concepts of the categories “public order and public safety” was carried out. The views of scientists on the content of the above scientific categories were considered and analyzed. The scientific – categorical apparatus of the content of the concepts “interaction” and “organization of interaction” was studied. The peculiarities of the interaction of the National Police with local self-government bodies in the process of ensuring public order and security are characterized, and separate ways of improving the activities of police bodies in this area are identified.
