dc.description.abstractThe article considers the causes and conditions of military crime. The authors draw attention to the fact that military crime is a major factor in reducing the combat effectiveness of the army and its authority, affects the level of national security. The article substantiates that the main approach to differentiating the determinants of crime in the military sphere is a certain period of service. Accordingly, the following are distinguished: preconscription period, period of military service (contract), period of service during a military conflict. Each of the periods described by the authors corresponds to a set of factors influencing the emergence of criminal intent. These factors include social, psychological, economic, organizational and managerial, informational, etc. Among the conditions that oppose the spread of crime in the military sphere, the authors include: the system of military, legal and moral education, proper organization of life, life and leisure of servicemen, control over the use of alcohol and drugs. The authors include: working out the doctrine of military security of Ukraine taking into account the internal and external political situation; adequate financing of the defense sphere; transition to contract service; improvement of personnel policy. У статті розглядаються причини та умови виникнення злочинності у військовій сфері. Авторами звертається увага на те, що злочинність у військовій сфері є головним фактором зниження боєздатності армії та її авторитету, що впливає на рівень забезпечення національної безпеки. У статті обґрунтовано, що основним підходом до розмежування детермінантів злочинності у військовій сфері є певний період несення служби. Відповідно виділяються: допризовний період, період проходження термінової (контрактної) служби, період несення служби під час воєнного конфлікту. Кожному з описаних авторами періодів відповідає набір факторів, що впливають виникнення злочинних намірів. До цих факторів належать: соціальні, психологічні, економічні, організаційно-управлінські, інформаційні та ін. До умов, що протистоять поширенню злочинності у військовій сфері авторами належить: система військового, правового та морального виховання, належна організація життя, побуту та відпочинку військовослужбовців, контроль за вживанням алкогольних та наркотичних речовин. До напрямів протидії розвитку злочинності у військовій сфері автори відносять: відпрацювання доктрини військової безпеки України з урахуванням внутрішньої та зовнішньої політичної ситуації; належне фінансування сфери оборони; перехід на контрактне несення служби; удосконалення кадрової політики.uk_UA
