Анотація
Автори вважають, що враховуючи регіональні особливості географічного, кліматичного, демографічного, економічного і соціального характеру АР Крим, вже сьогодні необхідно розпочати підготовку управлінського кадрового потенці-
алу, який би мав здібності на навички роботи в нових, постдеокупаційних умовах АР Крим. Потребує налагодження специфічної підготовки працівників правоохоронних органах з набором компетенцій з особливостями роботи у регіонах морського, гірського та курортного типу (тут провідна роль відводиться Одеському державному університету внутрішніх справ). Враховуючи, що населення Криму майже дев’ять років провело в окупації, нашій країні необхідно
підготувати ряд проектів нормативних актів з відновлення суверенітету над визволеними територіями та розробити алгоритми дій з різними категоріями осіб, які перебували в окупації; потрібно адекватно оцінювати ризики, з якими ми можемо зіштовхнутися, а це, насамперед, – це прогнозоване протистояння українській владі з боку організованої та загально кримінальної злочинності, транскордонної наркозлочинності, агресивні прояви з боку зрадників, колоборантів та глорофикантів, а також з боку окремих диверсійних та озброєних злочинних елементів. Варто також готуватися до підготовки управлінських та наукових кадрових резервів, а також фахівців з підготовки психологів, поліцейських, працівників юстиції, прокуратури, Суду, СБУ, державних службовців, яких в оперативному порядку після звільнення територій можна буде долучити до роботи в АР Крим. Варто пам’ятати, що заходи з майбутньої реінтеграції окупованих територій вже сьогодні мають носити цілісний, системний та плановий характер. Considering that the population of Crimea spent almost nine years under occupation, our country needs
to prepare a number of draft normative acts on the restoration of sovereignty over the liberated territories and to develop algorithms for actions with various categories of persons who were under occupation; it is necessary to adequately assess the risks that we may face, and this, first of all, is the predicted opposition to the Ukrainian authorities on the part of organized and general criminal crime, cross-border drug crime, aggressive manifestations on the part of traitors, collaborators and glorificants, as well as on the part of individual subversive and armed criminal elements. It is also worth preparing for the training of managerial and scientific personnel reserves, as well as specialists for the training of psychologists, police officers, employees of the justice system, the prosecutor's office, the Court, the Security Service of Ukraine, civil servants, who will be able to be assigned to work in the Autonomous Republic of Crimea in an operational manner after the liberation of the territories. It is worth remembering that the measures for the future reintegration of the occupied territories should already have a holistic, systematic and planned character.
