Анотація
Розвинуте громадянське суспільство є невід’єм-
ним складником усіх демократичних правових дер-
жав світу. Волонтерська діяльність є однією з форм
громадської активності та громадянської культури,
основою побудови та розвитку громадянського
суспільства.
Волонтерська діяльність втілює у себе найшля-
хетніші прагнення людства – прагнення миру, свободи,
безпеки та справедливості для всіх людей. Одним із
таких напрямів соціальної допомоги є участь добро-
вольців у здійсненні цілої низки соціальних послуг для
тих, хто їх потребує. Будь-яка людина, що свідомо
і безкорисливо трудиться на благо інших, може нази-
ватися волонтером. Сучасна ситуація в Україні харак-
теризується соціально-психологічною, економічною
нестабільністю, зниженням рівня життя більшості
населення, зростанням злочинності і насильства.
Процес розвитку волонтерства – відповідна реак-
ція суспільства на соціально-економічну ситуацію, що
характеризується не тільки зубожінням порівняно
великої частини населення, а й ослабленням потен-
ціалу держави. Свого часу держава значно звузила свої
функції в регулюванні і розвитку соціальної сфери,
державна система патронажу помітно ослабла.
Волонтерство відроджується як реакція суспільства
на проблеми, які існують у відповідний проміжок часу.
Добровільна і суспільно корисна діяльність – це
один із найбільш затребуваних видів діяльності, де
одна людина чи група осіб здійснюють свої дії на задо-
волення потреб інших.
У статті представлено історичні дані благодій-
ності українців, описано сучасний стан волонтерства
в умовах відкритої агресії країни-терориста росії
та висвітлені основні засади волонтерського руху
в зарубіжних країнах. Показано основні психологічні
та правові закономірності здійснення волонтерства
в Україні та його шлях інтеграції у європейське сере-
довище. Представлено напрями волонтерської діяль-
ності на теренах нашої держави. Висвітлені можли-
вості залучення молоді до середовища волонтерів.
Військова агресія стосовно України вкрай нега-
тивно вплинула на психологічне самопочуття різних
верств населення. Ще більш відчутно визначились
категорії осіб, які потребують різного виду допомоги
(військовослужбовці, які перебувають у зоні бойових
дій; військовослужбовці та цивільні особи, які пере-
бували у полоні; діти, які не отримують потрібної
уваги з боку батьків або не мають батьків; виму-
шено переміщені особи, пенсіонери, інваліди та ін.).
У сучасних умовах усе глибше потрібне усвідомлення
громадськістю, державними органами важливості
оптимізації різноманітних аспектів соціального роз-
витку. Соціальні, економічні та психологічні про-
блеми мають неухильно розв’язуватись, успіх намі-
чених змін залежатиме від кваліфікації працівників,
зайнятих соціальним обслуговуванням і захистом,
що передбачає відповідну підготовку кадрів. A developed civil society is an integral part of all

Volunteer activity is one of the forms of public activity
and civil culture, the basis of the construction
and development of civil society.
Volunteer activity embodies the noblest aspirations
of humanity – the desire for peace, freedom, security
and justice for all people. One of these areas
of social assistance is the participation of volunteers in
the implementation of a number of social services for those
who need them. Any person who consciously and selflessly
works for the benefit of others can be called a volunteer.
The current situation in Ukraine is characterized by
socio-psychological and economic instability, a decline in
the standard of living of the majority of the population,
and an increase in crime and violence.
The process of the development of volunteerism
is the appropriate reaction of society to the socioeconomic
situation, which is characterized not only
by the impoverishment of a relatively large part
of the population, but also by the weakening of the state’s
potential. At one time, the state significantly narrowed its
functions in the regulation and development of the social
sphere, the state system of patronage was noticeably
weakened. Volunteerism is reborn as a societal response
to the problems that exist in a given period of time. Voluntary and socially beneficial activity is one
of the most popular types of activity, where one person
or a group of persons performs their actions to meet
the needs of others.
The article presents historical data of Ukrainian
charity, describes the current state of volunteerism
in the conditions of open aggression of the terrorist
country – Russia, and highlights the basic principles
of the volunteer movement in foreign countries. The
main psychological and legal regularities of volunteering
in Ukraine and its path of integration into the European
environment are shown. The areas of volunteer activity
on the territory of our state are presented. Possibilities
of involving young people in the environment of volunteers
are highlighted.
We have considered the areas of activity
of social and psychological services, teachers, legal
experts and public organizations regarding
the involvement of youth in philanthropy. Volunteering,
in our opinion, is one of the forms of education of young
people – pupils and students, aimed at selfless socially
useful and necessary activity, which is carried out on
the principles of legality, voluntariness, humanity,
equality, gratuity for the volunteer and non-profitability
for the organization.
The military aggression against Ukraine had an extremely
negative impact on the psychological well-being of various
sections of the population. The categories of persons in
need of various types of assistance were even more clearly
identified (military personnel who are in the combat zone;
military personnel and civilians who were in captivity;
children who do not receive the necessary attention from
their parents or do not have parents; forcibly displaced
persons, pensioners, disabled, etc.).
In today’s conditions, there is a growing need for
awareness by the public and state bodies of the importance
of optimizing various aspects of social development. Social,
economic and psychological problems must be steadily
resolved, the success of the planned changes will depend
on the qualifications of workers engaged in social service
and protection, which requires appropriate training.
