Анотація
Програма вивчення навчальної дисципліни «Інформаційно-аналітичне забезпечення правоохоронної діяльності» складена відповідно до освітньо-професійної програми підготовки магістрів в галузі знань 26 «Цивільна безпека», спеціальності 262 «Правоохоронна діяльність».
«Інформаційно-аналітичне забезпечення правоохоронної діяльності» є навчальною дисципліною, яка надає базові теоретичні знання та практичні навички з питань застосування сучасних інформаційних технологій в діяльності Національної поліції.
Зміст навчальної дисципліни «Інформаційно-аналітичне забезпечення правоохоронної діяльності» містить теоретичні питання інформаційного забезпечення Національної поліції, базові знання про аспекти застосування інформаційних систем та підсистем в діяльності Національної поліції, про єдиний облік злочинів та осіб, які їх вчинили, розглядає методи та засоби інформаційної безпеки, а також систему інформаційної безпеки Національної поліції.
Метою викладання навчальної дисципліни “Інформаційно-аналітичне забезпечення правоохоронної діяльності» є: оволодіння здобувачами вищої освіти основними положеннями теорії, методології інформації та управління інформаційно-аналітичними процесами для досягнення ефективності в управлінської діяльності, а також навичок, необхідних для використання сучасних інформаційних технологій в практичній діяльності правоохоронних органів для вирішення практичних задач.
Предметом вивчення навчальної дисципліни є основні поняття інформаційно-аналітичного забезпечення, інформаційних процесів та технологій, що використовуються в роботі правоохоронних органів та навички їх використання в практичній діяльності. Основними завданнями вивчення дисципліни “Інформаційно-аналітичне забезпечення правоохоронної діяльності» є ознайомлення з теоретичними засадами інформатизації правоохоронних органів України; опанування інформаційними технологіями та системами, які використовуються в професійній діяльності; вивчення проблемних питань щодо основних тенденцій, напрямів та шляхів розвитку системи інформаційно-аналітичного забезпечення правоохоронних органів України. Відповідно до інформаційної політики ці завдання нерозривно пов'язані з формуванням інформаційного середовища підрозділів Національної поліції України, що складається з відомчих інформаційних ресурсів і всієї інформаційної інфраструктури МВС. Ефективність інформаційного середовища правоохоронних органів забезпечується за рахунок комплексного, системного підходу до рішення проблем техніко-технологічного й соціально-політичного характеру. Рішення останніх проблем пов'язано, у першу чергу, з відкритістю інформаційного середовища для суспільства, що дає можливість реалізувати погоджені інтереси громадян, суспільства й держави на системній основі. Теоретичні знання та практичні навички одержані протягом вивчення навчальної дисципліни «Інформаційно-аналітичне забезпечення правоохоронної діяльності" дадуть змогу майбутнім фахівцям на кваліфікованому рівні застосовувати інформаційні системи та підсистеми в практичній діяльності. Поважне місце у вивченні курсу займають питання забезпечення управління, а саме такі його аспекти як інформаційне, документаційне, правове, кадрове, матеріально-технічне та фінансове. The study program of the academic discipline "Information and Analytical Support of Law Enforcement Activities" is compiled in accordance with the educational and professional master's training program in the field of knowledge 26 "Civil Security", specialty 262 "Law Enforcement Activities".
"Information and analytical support of law enforcement activities" is an educational discipline that provides basic theoretical knowledge and practical skills on the application of modern information technologies in the activities of the National Police.
The content of the educational discipline "Information and analytical support of law enforcement activities" contains theoretical issues of information support of the National Police, basic knowledge about the aspects of the use of information systems and subsystems in the activities of the National Police, about the unified accounting of crimes and the persons who committed them, considers the methods and means of information security , as well as the information security system of the National Police.
The purpose of teaching the educational discipline "Information and Analytical Support of Law Enforcement Activities" is: mastering by students of higher education the basic provisions of the theory, methodology of information and management of information and analytical processes to achieve efficiency in management activities, as well as the skills necessary for the use of modern information technologies in practical activities law enforcement agencies to solve practical problems.The subject of study of the academic discipline is the basic concepts of information and analytical support, information processes and technologies used in the work of law enforcement agencies and the skills of their use in practical activities. The main tasks of studying the discipline "Information and analytical support of law enforcement activities" are familiarization with the theoretical principles of informatization of law enforcement agencies of Ukraine; mastering information technologies and systems used in professional activities; study of problematic issues regarding the main trends, directions and ways of development of the system of information and analytical support of law enforcement agencies of Ukraine. According to the information policy, these tasks are inextricably linked with the formation of the information environment of the units of the National Police of Ukraine, which consists of departmental information resources and the entire information infrastructure of the Ministry of Internal Affairs. The effectiveness of the information environment of law enforcement agencies is ensured by a comprehensive, systematic approach to solving problems of a technical-technological and socio-political nature. The solution to the latest problems is connected, first of all, with the openness of the information environment for society, which makes it possible to realize the agreed interests of citizens, society and the state on a systemic basis.The theoretical knowledge and practical skills acquired during the study of the educational discipline "Information and Analytical Support of Law Enforcement Activities" will enable future specialists at a qualified level to apply information systems and subsystems in practical activities. An important place in the study of the course is the issue of management support, namely such aspects as informational, documentation, legal, personnel, logistical and financial.
