Анотація
Статтю присвячено дослідженню норматив-
но-правового забезпечення взаємодії Національної
поліції України з громадськістю та населенням на
засадах партнерства. Здійснено аналіз сучасних нау-
кових праць щодо взаємодії правоохоронних органів
із населенням та громадськістю. Аргументовано,
що взаємодія Національної поліції з громадськістю
є одним із напрямів діяльності органів та підрозді-
лів Національної поліції України, який отримав своє
законодавче закріплення. Проаналізовано норматив-
но-правову основу взаємодії Національної поліції Укра-
їни з громадськістю та населенням.
Установлено, що принцип взаємодії поліції з населен-
ням на засадах партнерства» полягає у тому, що: між
поліцією та населенням, територіальними громадами
та громадськими об’єднаннями відбувається взаємо-
дія на засадах тісної співпраці та взаємодії; планування
службової діяльності органів і підрозділів поліції здійс-
нюється з урахуванням специфіки регіону та проблем
територіальних громад із метою визначення причин
та умов вчинення правопорушень; основним критерієм
оцінки ефективності діяльності органів і підрозділів
поліції є рівень довіри населення до поліції.
Звернено увагу, що взаємодія поліції та громад-
ськості відбувається шляхом підготовки та вико-
нання спільних проєктів, програм і заходів для задово-
лення потреб населення та поліпшення ефективності
виконання поліцією покладених на неї завдань. Визна-
чено, що поліція у своїй діяльності здійснює правове
виховання громадян, пропагує правові знання в освіт-
ніх закладах, засобах масової інформації та у видав-
ничій діяльності.
Проаналізовано діяльність сумісних проєктів:
«Ластівка» (започатковано громадською організацією
«Фонд довіри» за сприяння Програми розвитку ООН),
«Безпечний будинок», «Шкільний офіцер поліції»,
«Поліна» та «Сусідська варта».
Доведено, що застосування поліцією сучасних
методів у співпраці з громадськістю спрямоване на
виявлення причин та умов, які сприяють вчиненню
правопорушень, із метою підвищення результатив-
ності та ефективності здійснення такої діяльності. The article is devoted to the study of regulatory
and legal support for the interaction of the National
Police of Ukraine with the public and the population on
a partnership basis. An analysis of modern scientific papers
on the interaction of law enforcement agencies with
the public and the public. It is argued that the interaction
of the National Police with the public is one of the areas
in the activities of bodies and departments of the National
Police of Ukraine, which has received its legislative
enshrinement. The normative-legal basis of interaction
of the National Police of Ukraine with the public
and the population is analyzed.
It is established that the principle of interaction
of the police with the population on the basis of partnership
"is that: between the police and the population, territorial
communities and public associations there is interaction
on the basis of close cooperation and interaction; planning
of official activity of bodies and divisions of police is carried
out taking into account specifics of region and problems
of territorial communities for the purpose of definition
of the reasons and conditions of commission of offenses;
The main criterion for assessing the effectiveness of police
bodies and units is the level of public confidence in
the police.
It is noted that the interaction between
the police and the public is through the preparation
and implementation of joint projects, programs
and activities to meet the needs of the population
and improve the efficiency of the police. It is determined
that the police in their activities provide legal education
to citizens, promote legal knowledge in educational
institutions, the media and in publishing.
The activities of joint projects were analyzed:
«Swallow» (founded by the NGO «Trust Fund» with
the assistance of the UN Development Program), «Safe
House»; «School Police Officer»; «Polina» and «Neighbor's
Guard». It is proved that the use of modern methods by
the police in cooperation with the public is aimed
at identifying the causes and conditions that contribute
to the commission of offenses in order to increase
the effectiveness and efficiency of such activities.
