Анотація
У статті висвітлено в теоретико-правовому аспекті зарубіжний досвід децентралі-зації публічної влади та можливість його імплементації в українські реалії. З огляду на європейську практику, зауважується, що децентралізація влади є одним із ефективних інструментів модернізації системи публічної влади. Наголошено, що існує нагальна по-треба в поглибленому аналізі європейських практик здійснення децентралізації публі-чної влади в контексті аналізу національних традицій державотворення та новітнього періоду розвитку України. Констатовано, що зарубіжний досвід свідчить про важли-вість децентралізації публічної влади для держав, які перебувають у стадії глибинних змін у системі регулювання суспільних відносин, у тому числі й України. In аrticle the theoretical and legal aspect covers the foreign experience of decentralization of public power and the possibility of its implementation in Ukrainian realities, as the current stage of state formation in Ukraine is characterized by an intensive search for the most optimal model of its state system. Based on European practice, it is noted that the decentralization of power is one of the effective tools for modernizing the system of public power, the successful implementation of which creates the necessary organizational and legal prerequisites for fur-ther democratization of power relations. It is emphasized that due to decentralization the effi-ciency of public power in general in European democracies, rule of law has been raised to a qualitatively new level, so there is an urgent need for in-depth analysis of European practices of decentralization of public power in the context of national traditions and modern develop-ment. It is stated that foreign experience shows the importance of decentralization of public power for states that are in the process of profound changes in the system of public relations, because for countries in transition decentralization is an effective way to change the essential characteristics of society and has significant potential for local development. Ukraine is an exception to this process. The basic principles underlying the functioning of the decentralized management model in European countries are noted, namely: municipal independence; inde-pendence of self-governing units of territorial division; protection of the rights and interests of local governments. The study of the implementation of successful decentralization reforms in foreign countries is useful and unique and reflects the specifics of the development of a partic-ular country. Therefore, it is not superfluous to borrow international experience, taking into account the peculiarities of socio-political and socio-economic development of the Ukrainian state.
